Job Overview:
The Finance Expert will play a crucial role within the Panel of Experts established by the Security Council to monitor and investigate sanctions related to the Islamic Republic of Iran. This position requires a deep understanding of financial activities and sanctions compliance, as the expert will be responsible for analyzing Iran's global financial operations and investigating any alleged violations of the sanctions regime. The expert will contribute to the preparation of reports and recommendations aimed at improving the implementation of Security Council resolutions. This role demands a high level of analytical skills, the ability to conduct thorough investigations, and the capacity to communicate findings effectively to the Security Council and other stakeholders. The expert will also engage in field missions and consultations to gather information, making this a dynamic and impactful position within the UN framework.

Duties and Responsibilities:
The Finance Expert will have a wide range of responsibilities, including but not limited to: monitoring sanctions measures and investigating alleged violations; participating in investigations and contributing to reporting through investigative reports and briefings; compiling information on individuals and entities potentially involved in sanctions violations; preparing recommendations for improved sanctions implementation; conducting field missions and consultations; drafting correspondence and reports; classifying and archiving investigation materials; and submitting an End of Assignment Report at the end of the mandate. The expert will also be expected to adhere to UN regulations and contribute to the overall work of the Panel of Experts.

Required Qualifications:
Candidates must demonstrate substantive knowledge and experience in the financial sector, including banking practices and international financial organizations. Knowledge of economics, finance, accounting, auditing, trade, financial forensics, and money laundering is highly desirable. The expert should have experience in conducting investigations and working with international organizations. Proven interpersonal skills in complex political environments are essential, as well as the ability to work independently and under pressure.

Educational Background:
An advanced university degree (Master's degree or equivalent) in military/strategic studies, political science, international relations, or a relevant technical field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of ten years of progressively responsible experience in the relevant field is required, including at least three years of field experience. Experience in writing high-quality reports and strong field research or investigative experience is highly desirable. A demonstrated understanding of sanctions regimes in a UN or regional organization context is also preferred.

Languages:
Fluency in English is required. Working knowledge of other United Nations official languages (Arabic, Chinese, French, Russian, and Spanish) is advantageous, as is knowledge of languages spoken in the Middle East region.

Additional Notes:
The position is expected to become available in March 2026, with an anticipated duration of 7 months. All experts will engage in frequent regional and international travel, with travel arrangements adhering to United Nations administrative instructions.
