Job Overview:
The position of Conventional Arms Expert is critical to the monitoring and enforcement of sanctions related to the Islamic Republic of Iran, as mandated by the United Nations Security Council. The expert will be responsible for analyzing Iran's conventional arms programs, investigating alleged violations of sanctions, and contributing to the Panel of Experts' reports and recommendations. This role requires a deep understanding of the arms industry, trade, and sanctions regimes, as well as the ability to conduct thorough investigations and provide actionable insights to the Security Council. The expert will work closely with other panel members and stakeholders to ensure compliance with international regulations and enhance the effectiveness of sanctions enforcement.

Duties and Responsibilities:
The Conventional Arms Expert will have a range of substantive, organizational, and administrative duties. Substantively, the expert will monitor sanctions measures, investigate alleged violations, prepare reports, and deliver briefings on the sanctions regime. Organizationally, the expert will contribute to the Panel's work program, participate in investigative missions, and manage correspondence related to their responsibilities. Administratively, the expert must adhere to UN regulations and guidelines while ensuring that all findings and reports are meticulously documented and archived. The expert will also be responsible for identifying areas for capacity building among states to improve sanctions implementation and will engage in extensive travel to gather information from various stakeholders.

Required Qualifications:
Candidates must demonstrate substantive knowledge and experience in conventional arms and related technologies. A strong background in the arms industry, arms trade, and investigation techniques is essential. Knowledge of United Nations arms embargoes and experience working with international organizations are highly desirable. The ability to analyze complex information and present findings clearly and effectively is crucial for this role. Candidates should also possess strong interpersonal skills to navigate complex political environments and engage with high-level officials.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in military/strategic studies, political science, international relations, or a related technical field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential to ensure that the expert has the necessary theoretical and practical knowledge to fulfill the role effectively.

Experience:
A minimum of ten years of progressively responsible experience in the relevant field is required, including at least three years of field experience. Candidates must have experience in writing high-quality reports and possess proven interpersonal skills in complex political environments. Strong field research or investigative experience in the area of expertise is highly desirable, along with a demonstrated understanding of sanctions regimes in various contexts. Familiarity with the UN's operational framework and working culture is also important for success in this position.

Languages:
Fluency in English is required for this position. Additionally, a working knowledge of other United Nations official languages (Arabic, Chinese, French, Russian, and Spanish) is advantageous. Knowledge of languages spoken in the Middle East region would also be beneficial, as it may facilitate communication and understanding in the context of the expert's work.

Additional Notes:
The position is expected to become available in March 2026, with an anticipated duration of 7 months. All experts will engage in frequent regional and international travel, with travel arrangements adhering to United Nations administrative instructions.
