Job Overview:
The Customs Expert position is integral to the Panel of Experts established by the United Nations Security Council to monitor and investigate sanctions violations related to Iran. The expert will be responsible for analyzing Iran's trade activities in relation to the sanctions regime, assessing customs regulations, and identifying vulnerabilities in national customs clearance procedures. The role requires participation in investigations of alleged violations, contributing to reports and recommendations for improved sanctions implementation, and providing briefings on the Panel's activities. The expert will work closely with various stakeholders, including government authorities and civil society, to gather information and enhance the effectiveness of sanctions enforcement. This position is expected to become available in March 2026 and will last for approximately seven months, requiring a commitment to high standards of evidence and due process in investigations.

Duties and Responsibilities:
The Customs Expert will have a range of substantive, organizational, and administrative responsibilities. Substantively, the expert will monitor sanctions measures, investigate alleged violations, and contribute to the preparation of reports for the Security Council. This includes compiling information on individuals and entities involved in sanctions violations, preparing recommendations for improved sanctions implementation, and delivering presentations on the sanctions regime. Organizationally, the expert will assist in preparing the Panel's work program, participate in investigative missions, and manage correspondence related to their responsibilities. Administratively, the expert must adhere to UN rules and regulations, ensuring compliance with the organization's standards throughout their work.

Required Qualifications:
Candidates must demonstrate substantive knowledge and experience in national and international customs rules, regulations, and practices. First-hand experience in customs and sanctions, as well as conducting investigations, is highly desirable. Additionally, experience working with international organizations or arrangements is beneficial. The expert should possess strong analytical skills and the ability to assess complex situations related to sanctions enforcement.

Educational Background:
An advanced university degree (Master's degree or equivalent) in military/strategic studies, political science, international relations, or a relevant technical field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complexities of international relations and sanctions enforcement.

Experience:
Candidates must have a minimum of ten years of progressively responsible experience in a relevant field, including at least three years of field experience. Strong field research or investigative experience is required, along with a proven track record of writing high-quality reports. Experience in complex political environments, whether national, regional, or international, is also necessary. A demonstrated understanding of sanctions regimes within the context of the United Nations or similar organizations is desirable, as is familiarity with the UN's working culture and methods.

Languages:
Fluency in English is mandatory for this position. Additionally, a working knowledge of other United Nations official languages (Arabic, Chinese, French, Russian, and Spanish) is advantageous, as is knowledge of languages spoken in the Middle East region. This linguistic capability will enhance communication and collaboration with diverse stakeholders involved in sanctions enforcement.

The position involves frequent regional and international travel, with all travel conducted in Economy Class according to UN administrative instructions.
