Job Overview: The Arms Control and Non-Proliferation Policy Expert will play a crucial role in the monitoring and investigation of sanctions measures related to the Islamic Republic of Iran. This position is vital for ensuring compliance with Security Council resolutions and involves contributing to the preparation of reports and recommendations for improved implementation of sanctions. The expert will engage in investigative missions, gather information from various stakeholders, and provide briefings on the sanctions regime. Duties and Responsibilities: The expert will be responsible for a wide range of duties, including: monitoring sanctions measures and investigating alleged violations; participating in investigations and contributing to reporting; preparing recommendations for improved sanctions implementation; compiling information on individuals and entities involved in sanctions violations; delivering briefings and presentations; identifying areas for capacity strengthening among states; ensuring due process for member states and individuals during investigations; preparing a program of work for the Panel; participating in investigative missions; drafting correspondence; collating and assessing information; classifying and archiving materials; and submitting an End of Assignment Report to the UN Secretariat.
Required Qualifications: Candidates must demonstrate substantive knowledge and experience in global and regional arms control and non-proliferation arrangements, treaties, and policies. First-hand experience in conducting investigations is highly desirable, along with experience working with relevant global and regional organizations. Strong analytical and research skills are essential, as well as the ability to develop sound investigative case studies. Candidates should also possess the ability to work independently and manage sensitive information appropriately.
Educational Background: An advanced university degree (Master’s degree or equivalent) in military/strategic studies, political science, international relations, or a relevant technical field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of ten years of progressively responsible experience in the relevant field is required, including at least three years of field experience. Candidates should have experience in writing high-quality reports and possess proven interpersonal skills in complex political environments. Strong field research or investigative experience is highly desirable, as is a demonstrated understanding of sanctions regimes in a UN or regional organization context.
Languages: Fluency in English is required. Working knowledge of other United Nations official languages (Arabic, Chinese, French, Russian, and Spanish) is advantageous, as well as knowledge of languages spoken in the Middle East region.
Additional Notes: The position is expected to become available in March 2026, with an anticipated duration of 7 months. All experts will engage in frequent regional and international travel, with travel arrangements adhering to United Nations administrative instructions.
