Job Overview:
The Export Control Expert will play a crucial role in the Panel of Experts established by the Security Council to monitor and investigate sanctions related to the Islamic Republic of Iran. This position requires a deep understanding of export control regulations and the ability to analyze Iran's trade activities in relation to these sanctions. The expert will be responsible for contributing to the monitoring of sanctions measures, investigating alleged violations, and preparing reports for the Security Council. The role demands a high level of analytical skills, the ability to conduct thorough investigations, and the capacity to work under the guidance of the Security Council Affairs Division. The expert will also engage in extensive travel to gather information and collaborate with various stakeholders, including government authorities and civil society organizations.

Duties and Responsibilities:
The duties and responsibilities of the Export Control Expert include:
  • Monitoring sanctions measures and investigating alleged violations related to Iran, contributing to reports and recommendations for improved implementation of Security Council resolutions.
  • Compiling information on individuals and entities potentially involved in sanctions violations.
  • Preparing and delivering briefings and presentations on the sanctions regime and the Panel's activities.
  • Identifying areas for capacity strengthening among States to enhance sanctions implementation.
  • Conducting investigations and ensuring due process for Member States and individuals involved.
  • Participating in investigative missions and consultations to gather information from various sources.
  • Drafting correspondence and collating information obtained during investigations.
  • Classifying and archiving materials related to investigations.
  • Submitting an End of Assignment Report to the UN Secretariat at the end of the mandate. 1
  • Abiding by the rules and regulations of the United Nations and working under the guidance of the Committee and the Security Council Affairs Division.

Required Qualifications:
The required qualifications for the Export Control Expert position include:
  • Substantive knowledge and experience in national and international export control rules and regulations.
  • First-hand experience in export control and sanctions is highly desirable.
  • Experience in conducting investigations and working with international organizations is also desirable.
  • Strong analytical capacity and research skills are essential, along with the ability to develop sound investigative case studies.
  • Proven interpersonal skills in complex political environments and the ability to work independently while resisting political pressures are crucial.
  • Knowledge of sanctions-related issues, particularly concerning Iran, is necessary.

Educational Background:
Candidates must possess an advanced university degree (Master's degree or equivalent) in military/strategic studies, political science, international relations, or a relevant technical field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of ten years of progressively responsible experience in the relevant field is required, including at least three years of field experience. Candidates should have experience in writing high-quality reports and demonstrated understanding of sanctions regimes in various settings, including the United Nations and regional organizations. Strong field research or investigative experience in the area of expertise is highly desirable.

Languages:
Fluency in English is required for this position. A working knowledge of other United Nations official languages (Arabic, Chinese, French, Russian, and Spanish) is advantageous, as well as knowledge of languages spoken in the Middle East region.

Additional Notes:
The position is expected to become available in March 2026, with an anticipated duration of 7 months. All experts will engage in frequent regional and international travel, with travel arrangements adhering to United Nations administrative instructions.
