Job Overview:
The Monitoring, Evaluation & Learning (MEL) Manager for the Green Growth Programme Component 3 is tasked with leading the monitoring and evaluation activities for the program. This role involves ensuring that evidence generation, learning, and adaptive management are effectively implemented. The MEL Manager will work closely with delivery partners to align data requirements and performance indicators, ensuring that data collected is consistent and integrated into the program's overarching MEL framework. The position requires a strong focus on collaboration with various stakeholders to ensure that the program meets its objectives of increasing access to finance for climate-smart agribusinesses and promoting sustainable economic growth in the DRC.

Duties and Responsibilities:
The MEL Manager will have a comprehensive set of responsibilities including:
  • Technical Oversight: Collaborating with program managers to develop M&E tools, ensuring effective use of ICT4D in data management, and leading coordination with external MEL suppliers.
  • Programme Management: Designing and implementing the MEL system, defining indicators, developing data collection tools, and ensuring alignment with reporting requirements.
  • Information Management: Facilitating performance-based targets, overseeing evaluation partners, and ensuring timely reporting.
  • Anti-Fraud Systems: Establishing systems to monitor field activities and mitigate risks.
  • Team Management: Creating a respectful work environment, managing the MEL team, and ensuring compliance with reporting requirements.

Required Qualifications:
Candidates must possess a MA/MS or equivalent in economics, statistics, development studies, monitoring and evaluation, or a related discipline. They should have at least 5 years of experience in monitoring, evaluation, and learning for development or access-to-finance programs, preferably within donor-funded initiatives. Strong technical skills in quantitative and qualitative data collection and analysis are essential, along with proficiency in Excel and at least one statistical or data visualization software. Experience in integrating MEL systems across multiple partners is highly desirable, as is knowledge of MEL approaches for market systems development and private-sector engagement programs.

Educational Background:
The educational background required for this position includes a Master's degree or equivalent in relevant fields such as economics, statistics, development studies, or monitoring and evaluation. This educational foundation is crucial for understanding the complexities of the role and effectively managing the MEL processes.

Experience:
The position requires a minimum of 5 years of relevant experience in monitoring, evaluation, and learning, particularly in development or access-to-finance programs. Experience working in fragile and emerging market contexts, especially in the DRC, is strongly preferred. Candidates should demonstrate a proven ability to lead teams and manage complex projects effectively.

Languages:
Fluency in both French and English is required for this position. Proficiency in additional languages may be considered an asset, particularly in the context of working with diverse communities and stakeholders in the DRC.

Additional Notes:
This position is based in Kinshasa, DRC, with housing provided under housing allowance regulations. The role requires regular travel to various locations within the country, which may include areas with strict security rules. The living conditions in field locations are basic but secure, and while healthcare and amenities are available, they may be limited in some areas.
