Job Overview:
The MEAL Officer (Data and Learning) is responsible for ensuring the quality, utilization, and reporting of project data through the implementation of data management, learning, and reporting systems. This role involves ensuring the reliability, analysis, and presentation of collected data by controlling tools, indicators, and data flows, and conducting regular analyses to identify trends and lessons learned. The officer ensures the consistency and completeness of databases, identifies gaps, risks, or opportunities for improvement, and documents these to inform learning, decision-making, and reporting processes. The position requires collaboration with program teams and local partners to factually document the progress of activities, observed results, and lessons learned from implementation, supporting analysis, reporting, and project adaptation processes under the coordination of the Area coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator and the National Office Coordinator for Evaluations, Learning, and Reporting.

Duties and Responsibilities:
  • Data Management and Information Management: Ensure the quality of collected data (assessments, targeting, monitoring, PDM, surveys, distributions) through checks and adjustments of collection tools, configuration, deployment, and daily monitoring of data collection, alerting enumerators to errors for quick correction. Verify and optimize the use of data collection and management tools (questionnaires, Kobo forms, Excel databases) and their integration into MEAL flows for smooth analysis. Maintain and update programmatic databases at the area level. Systematically review databases from field activities to ensure they accurately reflect the reality of interventions, clean data, and document discrepancies to derive lessons learned. Regularly update reporting platforms (community, lessons learned matrix, recommendations database). Collaborate with PM/APM, responsible for updating project trackers, to ensure the quality, consistency, and descriptive analysis of data, and support the Area MEAL Coordinator in the operational validation process. Ensure traceability, protection, and documentation of data (sources, tools, collection conditions) to support advanced analyses, reports, and organizational learning processes. Support the configuration and management of e-voucher platforms (e.g., RedRose).
  • Data Analysis and Visualization: Identify and document errors, inconsistencies, or biases in data, analyze them to propose corrective actions, and share structured feedback with the MEAL Coordinator and teams. Produce descriptive and exploratory analyses (trends, gaps, coverage, quality). Develop and maintain dashboards and visualizations (Excel, Power BI, Tableau, etc.). Produce thematic maps and GIS products as needed. Support program teams in interpreting results.
  • Learning: Contribute to the implementation of the area learning plan. Support documentation of lessons learned, best practices, challenges, and innovations from projects. Assist in organizing learning exercises: After Action Reviews, lessons learned workshops, pause & reflect sessions, project reviews. Support the capitalization of evidence from evaluations, PDM, surveys, and monitoring. Factually capitalize on field observations, challenges, and best practices, and report them to the MEAL Coordinator, who translates them into lessons learned and recommendations disseminated to teams to improve future projects. Facilitate the dissemination of learnings among field teams and managers.
  • Support for Evaluation and Needs Analysis Exercises: Contribute to cleaning, structuring, and analyzing databases from evaluations. Assist in preparing factual summaries (tables, graphs, descriptive summaries) and elements of descriptive analysis intended to feed into the analytical sections of reports, under the coordination of the Area MEAL Coordinator and the Coordinator for Evaluations, Learning, and Reporting.

Required Qualifications:
General professional skills: Bachelor’s degree (Bacc+3) in statistics, computer science, data science, GIS, economics, M&E, or a similar field. Minimum of 2 years of experience in data management or humanitarian MEAL. Experience with mobile data collection tools (Kobo Collect, ODK). Experience in data analysis and visualization (Power BI, Power Apps, NVivo, SPSS). Experience with learning exercises is an asset. Experience in cash & voucher programs. Knowledge of information management systems and geographic information systems. Experience in database maintenance.

Educational Background:
A Bachelor’s degree (Bacc+3) in a relevant field such as statistics, computer science, data science, GIS, economics, monitoring and evaluation (M&E), or a similar discipline is required for this position.

Experience:
The position requires a minimum of 2 years of relevant experience in data management or humanitarian MEAL, demonstrating a solid understanding of data collection, analysis, and reporting processes in a humanitarian context.

Languages:
Fluency in French is mandatory, and proficiency in English is considered a valuable asset for this position, enhancing communication with international teams and stakeholders.

NRC takes these risks seriously and has procedures in place to mitigate known risks, although it cannot eliminate them entirely. The role may be full-time or part-time, and the organization is open to recruiting both nationally and internationally.
