Job Overview: The Human Resources Officer position is situated within the Human Resources Team of the Business Support Section (BSS) at the UNJSPF. The incumbent will report to the Human ResourceTeam Lead in the Office of Investment Management. The role involves providing comprehensive human resources support to managers and staff, preparing special reports, and leading human resources projects. The officer will be responsible for recruitment and placement activities, including identifying vacancies, preparing job announcements, conducting interviews, and overseeing the selection process. Additionally, the officer will administer entitlements, provide career support, and ensure compliance with policies and regulations. The position requires a proactive approach to human resources management, with a focus on supporting staff development and maintaining effective communication with all stakeholders.
Duties and Responsibilities: The Human Resources Officer will undertake a variety of responsibilities, including:
Providing advice and support to managers and staff on human resources matters.
Preparing special reports and leading human resources projects.
Identifying upcoming vacancies and coordinating with client offices.
Preparing vacancy announcements, reviewing applications, and short-listing candidates.
Arranging and conducting interviews for candidate selection.
Reviewing recommendations for candidate selection and preparing job offers.
Monitoring recruitment activities and recommending procedural changes as necessary.
Supervising Human Resources Assistants in administrative transactions.
Advising on the interpretation and application of policies and regulations. 1
Administering salary and benefits entitlements and reviewing policies for necessary changes. 1
Providing career development advice and designing induction programs for new staff. 1
Analyzing job classifications and providing guidance on classification policies. 1
Collecting and analyzing data to identify trends and support decision-making.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education, or a related field. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates must hold a Human Resources Partner Certification. The position requires a strong understanding of human resources policies and practices, as well as the ability to apply them effectively in an organizational context.
Educational Background: The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in relevant fields such as human resources management, business or public administration, social sciences, or education. A first-level university degree may be accepted if accompanied by qualifying experience. The Human Resources Partner Certification is mandatory for this role.
Experience: Candidates must have a minimum of five years of progressively responsible experience in human resources management. This experience should include at least five years within the United Nations Common System and proficiency in using HR modules of ERP systems, such as Umoja. Additionally, candidates should have experience with Application Tracking Systems, such as Inspira, and a background in designing and implementing human resource strategies. Experience working on organization-wide strategic HR projects is desirable, particularly for at least two years.
Languages: The working languages of the United Nations Secretariat are English and French. For this position, proficiency in English is required, with a minimum level of II in reading, writing, listening, and speaking according to the UN Language Framework. Knowledge of French is considered an asset but is not mandatory.
