Job Overview: The logistics-manager" style="border-bottom: 1px dotted #007bff !important;">Logistics Manager will play a crucial role in the Program Task Force activated at the country level to manage the operational, administrative, legal, and duty-of-care implications of a potential de-registration scenario. This position is essential for analyzing, planning, and implementing measures to ensure logistics continuity in an uncertain operating environment. The Logistics Manager will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Country Director and will work closely with Task Force Team Members. The primary responsibilities include leading and coordinating all logistics operations related to the de-registration scenario, ensuring compliance with HI Logistics Standards, and adapting logistics procedures as necessary. The position is based in Amman due to access constraints in Palestine, and the role is critical in navigating the complex logistics landscape amid ongoing humanitarian crises.
Duties and Responsibilities:
Logistics Continuity and Contingency Planning: Analyze the impact of potential de-registration scenarios on logistics functions such as procurement, imports, warehousing, fleet management, and supplier contracts. Develop and regularly update logistics contingency plans to ensure continuity of critical operations. Identify alternative logistics support modalities, including stock pre-positioning, outsourcing, shared services, and remote support. Contribute to the revision and implementation of the HQ-validated Programme Continuity Action Plan.
Supply Chain Management: Review risks and constraints related to procurement processes, ongoing contracts, and suppliers. Anticipate potential supply chain disruptions and propose mitigation measures. Monitor logistics implications of administrative and access restrictions, including import/export, customs clearance, and movements. Ensure traceability and compliance of logistics processes in line with HI and donor regulations.
Fleet, Warehousing, and Facilities: Assess the impact of the context on logistics operations. Propose scenarios for relocation, downsizing, or reorganization of logistics capacities as required. Monitoring, Reporting, and Information Management: Contribute to daily Task Force follow-up and provide inputs to weekly consolidated updates to HQ. Document logistics-related risks, constraints, decisions, and actions in task force tools such as logbooks and decision tracking tables. Provide clear logistics analysis and recommendations to support HQ decision-making.
Cross-Cutting Responsibilities: Ensure full compliance with HI logistics policies, internal control frameworks, and donor regulations. Maintain up-to-date archiving and documentation systems for procurement, transport, and stock activities. Provide monthly reporting and analysis to the Palestine Logistics Manager and contribute to overall mission planning and strategy.
