Job Overview:
The Reproductive Health Commodity Security Data Management Consultant will play a crucial role within Afghanistan's programme team, providing integrated programme and technical support to Implementing Partners and Field Offices. The consultant will ensure the timely implementation and monitoring of the UNFPA Supplies strategy, contributing to the achievement of humanitarian, maternal health, family planning, and gender-based violence programmes. Responsibilities include identifying needs, forecasting, procurement, supply planning, distribution, warehousing, monitoring utilization, and disposal of commodities. The consultant will work closely with colleagues across various teams, particularly those managing maternal health and family planning, as well as logistics and supply chain teams, to ensure effective supply chain management and timely execution of programme activities.

Duties and Responsibilities:
The consultant will be responsible for the end-to-end management of data and reporting processes for programme supplies, ensuring visibility across all stages from needs expression to final consumption at service delivery points. This includes monitoring requisitions, purchase requests, shipments, stock levels, distributions, expiry dates, and funding information in collaboration with the Logistics and Supply Chain Unit and other stakeholders. The consultant will develop and manage data systems, dashboards, and analytical reports, ensuring timely submission of updates for donors and management. Coordination with logistics and supply teams will be essential for effective supply chain management, including facilitating supply forecasting and demand planning, developing procurement and distribution plans, and monitoring stock levels. Regular field assessments will be conducted to identify supply needs and verify stock status. The consultant will also develop a buffer stock strategy to ensure continuous availability of supplies in hard-to-reach areas and support the development of UNFPA's e-LMIS and reporting mechanisms. Additionally, the consultant will provide guidance to strengthen capacity in management information use and coordinate training for implementing partners in key areas of supply chain management.

Required Qualifications:
Candidates must possess a Master’s degree or equivalent in Pharmacy, Public Health, supply chain management, medical logistics, or a closely related field. Alternatively, a first-level university degree combined with a minimum of three years of progressively responsible professional experience in essential medicines and health commodity management, particularly in humanitarian or development contexts, is acceptable. A minimum of one year of experience in managing humanitarian supply chain operations and health-related commodity data management is required. Proven experience with electronic logistics management information systems and data management tools is essential, along with strong communication, facilitation, and negotiation skills. Experience working within the UN system is advantageous, as is the ability to self-manage and work effectively in multidisciplinary teams.

Educational Background:
The educational background required for this position includes a Master’s degree or equivalent in relevant fields such as Pharmacy, Public Health, supply chain management, or medical logistics. Alternatively, candidates with a first-level university degree and significant professional experience in related fields may also be considered. Relevant certifications in data systems, analytics, or supply chain information systems would be considered a strong asset.

Experience:
Candidates should have a minimum of one year of experience in managing humanitarian supply chain operations and health-related commodity data management. Experience in coordinating and networking with key development partners, donors, and stakeholders in humanitarian or public health supply chain contexts is also essential. Practical experience in facilitating training and capacity building for staff and implementing partners, particularly in areas related to sexual and reproductive health and rights (SRHR), data management, and supply chain management, is highly valued.

Languages:
Fluency in oral and written English is required for this position. Additionally, fluency in oral and written Dari or Pashto is considered advantageous, as it would facilitate communication with local stakeholders and partners.
