Job Overview: The Rehabilitation Specialist will work under the management of the Technical Head of Program and will be responsible for overseeing the functional management of the Rehabilitation Technical Officers, Physiotherapists, and Prosthetic & Orthotic Technicians. This role involves engaging with both internal stakeholders and external parties, including partners, local authorities, and other rehabilitation organizations. The Rehabilitation Specialist will have four primary responsibilities across seven bases in Afghanistan, where comprehensive physical rehabilitation services are implemented. These responsibilities include ensuring quality assurance, capacity building, recognition, prioritization, and sustained support for physical rehabilitation activities within humanitarian and health initiatives. The position requires a strong understanding of technical priorities in conflict and early recovery settings, as well as the ability to advocate for the inclusion of persons with disabilities in humanitarian efforts.
Duties and Responsibilities:
Expertise: Contribute to regional strategies aligned with global strategies; provide technical support to projects adhering to global technical frameworks and standards; facilitate technical learning from projects; monitor and maintain technical quality and relevance of HI's activities; ensure alignment of technical propositions with nexus stakes; assist in facilitating the Professional Channel within the Technical Division's framework.
Influence: Enhance HI's external prestige and influence locally; collaborate with the Disability Task Force to advocate for physical rehabilitation services; work closely with health clusters to ensure recognition of rehabilitation activities; engage with government agencies to advocate for supportive policies and resources.
Business Development: Foster the development of major opportunities or new projects; lead context analysis in rehabilitation; contribute to the design and writing of new rehabilitation projects; identify and develop local partnerships in the rehabilitation sector.
Required Qualifications: The ideal candidate should possess a minimum of 5 years of relevant and progressive experience, demonstrating a profound understanding of technical priorities in conflict and early recovery settings. Essential skills include successful interaction with host country agencies, health clusters, and partners, as well as civil society and community-based organizations. Proven experience in providing technical direction, assistance, and oversight for project implementation is required, including measuring performance against targets and leading necessary training and mentoring for staff and stakeholders. Strong leadership and management skills are essential, with a track record of leading and motivating multidisciplinary and multicultural project teams. The candidate should also be capable of developing team members to work independently.
Educational Background: A relevant educational background is required for this position, ideally in fields related to rehabilitation, health, or social sciences. Advanced degrees or specialized training in rehabilitation sciences, physiotherapy, or related disciplines would be advantageous.
Experience: Candidates should have at least 5 years of relevant experience in international development and/or humanitarian contexts, particularly in rehabilitation services. Experience in conflict and early recovery settings is highly desirable, along with a demonstrated ability to lead and manage teams effectively.
Languages: Fluency in written and spoken English is mandatory for this position. Knowledge of additional languages, particularly local languages spoken in Afghanistan, would be considered an asset but is not mandatory.
Additional Notes: The position is an unaccompanied international contract lasting 12 months, starting from May/June 202
The contract includes various benefits such as social cover, unemployment insurance for EU nationals, a pension scheme, medical coverage, and repatriation insurance. The salary starts from 2757€ gross per month, with additional allowances for per diem, hardship, and child support for employees with children. Paid leave is provided at 25 days per year, along with rest and recuperation (R&R) days every 8 weeks. Housing is provided collectively by HI, and travel costs for international staff are covered.
