The CD will oversee the implementation of programs aimed at improving program quality, leveraging technical expertise, and enhancing coordination efforts to support long-term development projects. A significant focus will be on advancing the Women in WASH initiative, which promotes innovative solutions led by Afghan women. The CD will also be responsible for expanding fundraising efforts to capitalize on increased visibility and promising funding opportunities. Duties and Responsibilities:
The Country Director will have a comprehensive set of responsibilities, including:
  • Overseeing the implementation of ongoing projects and ensuring that Memoranda of Understanding (MoUs) are signed for newly awarded projects.
  • Engaging in external coordination with donors, authorities, and other NGOs to foster collaboration and support for SI's initiatives.
  • Leading the Women in WASH agenda, ensuring that the focus on women's involvement in programming and management is maintained and strengthened.
  • Managing a diverse team of national and international staff, providing guidance and support to ensure effective program delivery.
  • Monitoring the security context and adapting operational strategies accordingly to ensure the safety of staff and the continuity of programs.
  • Representing SI in various forums and meetings to advocate for the organization's mission and objectives.
  • Overseeing budget management and ensuring financial accountability in line with organizational policies.
  • Reporting on program progress and challenges to senior management and stakeholders.

Required Qualifications:
Candidates must possess a License or Master's degree in a humanitarian field or related topics. Additionally, a minimum of 5 years of experience in the humanitarian sector is required, with 0 to 2 years in a similar position. The ideal candidate will have a strong understanding of security and liaison, negotiation with local authorities, and external representation and coordination. Familiarity with fundraising and administrative processes is also essential.

Educational Background:
The educational background required for this position includes a License or Master's degree in humanitarian studies or related fields. This academic foundation is crucial for understanding the complexities of humanitarian work and the specific challenges faced in the field.

Experience:
The position requires at least 5 years of experience in the humanitarian sector, with a preference for candidates who have held similar roles for 0 to 2 years. This experience should encompass a range of responsibilities, including program management, team leadership, and external coordination, particularly in challenging environments.

Languages:
Fluency in English is mandatory for this position. Additionally, proficiency in Dari or Pashto, and/or French will be considered an asset, enhancing communication with local stakeholders and partners.

  • The role is based in Kabul, Afghanistan, and involves navigating a complex security environment. The salary for this position starts from EUR 3,740 gross per month, which includes a base salary of EUR 3,400 and a 10% annual leave allowance paid monthly. Additionally, a monthly Per Diem of USD 600 is provided. SI covers accommodation costs and travel expenses between the expatriate's country of origin and the place of assignment. The organization implements a system of breaks during the assignment, allowing for 7 working days off every two months, with a USD 850 break allowance. Expatriates also benefit from a comprehensive insurance package covering healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions include access to individual bedrooms with private bathrooms in a guest house, shared spaces, and internet availability. However, field conditions may vary, with potential limitations on electricity and greater isolation.
