Job Overview:
The Technical Specialist (Climate Change/Loss and Damage) will play a crucial role in supporting the Monitoring and Evaluation (M&E) function under the SCALA project. This position involves contributing to data collection, analysis, reporting, and knowledge management to achieve the project's overall objectives. The incumbent will work under the supervision of the FAO Representative in Cambodia and collaborate closely with various stakeholders, including the UNDP technical team and the Ministry of Agriculture, Forestry and Fisheries (MAFF) and the Ministry of Environment (MOE). The role requires a strong understanding of climate change impacts on agriculture and the ability to provide technical support for project activities, ensuring alignment with the project's goals and objectives.

Duties and Responsibilities:
The Technical Specialist will be responsible for executing the SCALA project's activities in accordance with the project document and approved work plan. Key responsibilities include providing technical input to the project, coordinating the sourcing of FAO technical support, monitoring project progress, and preparing Project Progress Reports. The incumbent will also support the implementation of the M&E function, assist in capacity building for integrating land-use and agriculture into government policies, and identify policy and financial measures to address climate-related loss and damage. Additionally, the Technical Specialist will oversee the collection of national disaster/loss and damage data in the agriculture sector and provide technical support for training workshops aimed at enhancing readiness to access the Fund for responding to Loss and Damage (FRLD).

Required Qualifications:
Candidates must possess a university degree in agriculture economics, climate change, natural resource management, or a related field. A minimum of 5 years of relevant experience in managing climate change-related projects in agriculture, value chains, livestock, fisheries, and data management is required. Candidates should also demonstrate a working knowledge of English at level C and be nationals of Cambodia. FAO core competencies such as results focus, teamwork, communication, building effective relationships, and knowledge sharing are essential for this role.

Educational Background:
The position requires a university degree in agriculture economics, climate change, natural resource management, forestry, or a related field. This educational background is crucial for understanding the complexities of climate change impacts on agriculture and the necessary interventions to mitigate these effects.

Experience:
Candidates should have at least 5 years of relevant experience in technical expertise related to climate change and agriculture. This experience should include managing projects that address climate change impacts on agriculture, value chains, and data management. Experience in working with multi-disciplinary teams and coordinating with governmental organizations, NGOs, and the private sector is highly valued.

Languages:
A working knowledge of English (level C) is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the countries involved in the SCALA project.

The position is based in Phnom Penh, Cambodia, and involves collaboration with various stakeholders, including government ministries and international organizations. The role is full-time and may require travel within the region to support project activities.
