Job Overview: The Project Manager – Global Healthsecurity" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) is tasked with providing comprehensive leadership and management for EpiC’s GHS activities in Cambodia. This role involves planning, implementing, and monitoring a detailed GHS work plan that aligns with national health priorities and donor requirements. The Project Manager will collaborate closely with the Ministry of Health (MOH), national and sub-national health authorities, the U.S. Department of State, and various implementing partners to ensure that EpiC’s contributions effectively address critical gaps in global health security. The position requires strategic, technical, and operational oversight of GHS interventions, ensuring high-quality implementation and reporting, managing budgets and subcontracts, and serving as a key liaison among government entities, donors, and local and international partners. The Project Manager will also be responsible for developing best practices for project execution and management, ensuring that all project activities are delivered with quality and accountability.
Duties and Responsibilities: The Project Manager will manage and oversee the development of projects from initiation to completion, ensuring that project staff are effectively coordinated and that project activities are implemented successfully. Responsibilities include developing and delivering a comprehensive project management plan, providing guidance and monitoring to project staff, and fostering effective teamwork. The Project Manager will define project scope, goals, and deliverables that align with business objectives, develop project plans and documentation, and identify and resolve project issues. Regular evaluation of project progress is essential, as is serving as the primary point of contact for GHS-related coordination with the Ministry of Health and other stakeholders. The role also involves managing operational and tactical aspects of multiple projects, overseeing budgets, and ensuring compliance with policies and procedures. The Project Manager will coach and mentor project team members, ensuring clarity on project plans and priorities, and will be responsible for developing tools and techniques for delegating tasks effectively. Additionally, the Project Manager will establish communication schedules to update stakeholders on project progress and prepare financial reports for funders as required.
Required Qualifications: Candidates must possess a minimum of a master’s degree (or higher) in public health, international development, or a related field, with a preferred focus on infectious disease and global health security. At least 7-10 years of experience managing infectious disease and/or GHS activities in Cambodia is required, along with strong knowledge of the Cambodian health system. Demonstrated interpersonal skills in facilitation, stakeholder engagement, and coordination are essential, as is familiarity with U.S. Government management and programming. Candidates should have knowledge of operationalizing guidelines and procedures, experience working in the government sector, and skills in training and facilitation, including the development of curricula and resources using innovative training approaches. Well-developed written and oral communication skills are necessary, along with an understanding of different donor requirements.
Educational Background: The educational background required for this position includes a master’s degree or higher in public health, international development, or a related field. A focus on infectious disease and global health security is preferred, ensuring that candidates have the necessary theoretical and practical knowledge to manage complex health projects effectively.
Experience: The position requires at least 7-10 years of relevant experience managing infectious disease and/or global health security activities, particularly within the Cambodian context. Candidates should have a strong understanding of the Cambodian health system and demonstrated experience in project management, stakeholder engagement, and coordination with various partners, including government entities and international organizations.
Languages: Proficiency in English is mandatory, with excellent written and verbal communication skills required. Proficiency in Khmer is considered an asset, enhancing the ability to communicate effectively with local stakeholders and partners.
Additional Notes: This position may require travel of approximately 10% to 25%. The role is full-time and involves managing multiple projects simultaneously, necessitating strong organizational and project management skills.
