Job Overview: The Senior Technical Officer will play a crucial role in providing technical support to FHI 360 programs, particularly the Meeting Targets and Maintaining Epidemic Control (EpiC) project in Cambodia. This position is primarily focused on global health security" style="border-bottom: 1px dotted #007bff !important;">security and will involve close collaboration with FHI 360 colleagues, government counterparts, and partners to ensure high-quality technical implementation that aligns with global standards and guidelines. The Senior Technical Officer will be responsible for the day-to-day implementation, training, and monitoring of strategic technical activities, addressing challenges, and recommending strategies to enhance program quality and effectiveness. Additionally, this role will contribute to the development of technical materials, reports, and presentations in collaboration with project teams and headquarters, and may assist with business development efforts, including opportunity identification and proposal development.
Duties and Responsibilities: The Senior Technical Officer will have a wide range of responsibilities, including providing technical support in the development and dissemination of tools, materials, reports, and interventions for research projects. They will work closely with assigned teams to ensure activities are implemented according to standard operating procedures (SOPs), assist with publications, web pages, and presentations, and conduct literature searches on evolving issues in their technical area. The officer will monitor and maintain protocols, instruments, data sets, manuals, training materials, and reports, responding to requests and inquiries from internal and external staff. They will develop or write technical briefs, reports, or other necessary materials to facilitate research, best practices, policies, and procedures, and assist with the implementation of technical/research studies by monitoring and documenting processes. Furthermore, they will analyze project implementation to identify areas for improvement and propose appropriate technical strategies and guidelines, deliver presentations at professional meetings and conferences, and ensure project implementation adheres to company strategy and remains technically sound.
Required Qualifications: Candidates must possess moderate knowledge of concepts, practices, and procedures relevant to providing technical support for research studies. They should have experience in developing scopes of work and deliverables for partners and consultants, and proficiency with database management software and online search tools is required. Sensitivity to cultural diversity and an understanding of the political, contextual, and ethical issues in assigned areas are essential. Strong communication skills, both verbal and written, are necessary, along with good organizational and analytical skills. Proficiency in using Microsoft Office Suite is required, and the ability to analyze and interpret data, identify errors, and prepare reports is crucial. Problem-solving skills and the ability to implement corrective actions as needed are also important.
Educational Background: A Bachelor's Degree or its international equivalent in Public Health, Epidemiology, Disease Control, or a related field is required for this position. This educational background provides the foundational knowledge necessary for understanding the complexities of global health issues and the technical aspects of program implementation.
Experience: Typically, candidates should have at least 4+ years of relevant experience managing data collection and providing technical assistance. Prior work experience in a non-governmental organization (NGO), government agency, or private company is preferred, as it equips candidates with the necessary skills and understanding of the operational environment in which FHI 360 operates.
Languages: The mandatory language for this position is English, and proficiency in Khmer is also required. Candidates should be able to read, write, and speak both languages fluently. Additional languages may be considered an asset but are not mandatory.
Additional Notes: This position may require travel of approximately 10% to 25%. The typical physical demands include the ability to spend long hours looking at computer screens and performing repetitive work on a keyboard, as well as the ability to sit and stand for extended periods. The job is based in a typical office environment, and candidates should be able to lift or move up to 5 lbs.
