Job Overview:
The position involves developing a structured and realistic roadmap for the effective implementation of road safety recommendations within a national framework for Senegal. This assignment is part of the UNRSF project, which aims to enhance road safety for vulnerable users in North and West Africa. The consultant will be responsible for reviewing existing road design standards, proposing an implementation framework, and promoting stakeholder ownership through participatory seminars. The role requires a deep understanding of road safety engineering and the ability to translate complex assessments into actionable strategies that can be monitored and evaluated over time.

Duties and Responsibilities:
The consultant's duties include conducting a thorough analysis of the results from the 2025 road design standards assessment, proposing a timeline for implementation, identifying responsible actors, and establishing mechanisms for institutional coordination. The consultant will also define monitoring and evaluation indicators, identify potential risks and constraints, and suggest mitigation measures. Additionally, the consultant will prepare and facilitate a one-day seminar, designing the agenda and methodology, preparing presentation materials, and guiding discussions among multi-stakeholder participants. After the seminar, the consultant will incorporate feedback, finalize the roadmap, and write a summary report detailing the seminar's conclusions and implementation avenues.

Required Qualifications:
Candidates must possess a first-level university degree in Civil Engineering, Transport Engineering, Road Safety Engineering, Urban/Transport Planning, or a closely related field with a strong emphasis on road design and traffic safety. All applicants are required to submit a copy of their educational degree, as incomplete applications will not be considered. Furthermore, a minimum of 6 years of professional experience in road safety is essential, along with demonstrated experience in developing national or sectoral strategies and implementation roadmaps. Knowledge of road design guidelines and the institutional road safety structure in the host country is highly desirable.

Educational Background:
The educational background required for this position includes a first-level university degree in relevant fields such as Civil Engineering, Transport Engineering, Road Safety Engineering, or Urban/Transport Planning. This educational foundation should focus on road design and traffic safety, ensuring that candidates have the necessary theoretical knowledge and practical skills to effectively contribute to the project.

Experience:
Candidates should have at least 6 years of professional experience in the field of road safety. This experience must include a proven track record of developing national or sectoral strategies, implementation roadmaps, or policy frameworks. The ability to translate assessments and plans into actionable priorities, timelines, and institutional roles is crucial, as is experience in establishing monitoring and evaluation mechanisms to assess the effectiveness of implemented strategies.

Languages:
Fluency in French is required for this position, as it is one of the working languages of the United Nations secretariat. Candidates should demonstrate proficiency in all four areas of language use: speaking, reading, writing, and understanding. Knowledge of Arabic is considered desirable, as it is also a working language of ESCWA. Candidates with proficiency in Arabic will have an advantage, as it may facilitate communication with a broader range of stakeholders.
