ESCWA is a regional arm of the United Nations established to promote economic and social development in the Arab region. The organization operates in multiple countries across the Middle East and North Africa, focusing on issues such as sustainable development, social justice, and economic growth. The Chief of SSS reports directly to the Executive Secretary and works under the technical supervision of the Director of the Division of Headquarters Security and Safety Services (DHSSS) at the United Nations Department of Safety and Security (UNDSS) in New York. The UNDSS is responsible for providing leadership and operational support to ensure the safety and security of UN personnel and operations worldwide.

Job Overview:
The Chief of Security and Safety Service (SSS) is tasked with overseeing the security management system for the Economic and Social Commission for Western Asia (ESCWA). This position requires a comprehensive understanding of security operations and the ability to advise the Head of Office on security-related matters. The incumbent will be responsible for developing and implementing security policies and procedures, coordinating with local authorities and international institutions, and maintaining awareness of local security conditions. The role also involves training UN staff and dependents on security measures, managing guard forces, and ensuring timely execution of mandated activities. The Chief will represent ESCWA at various forums and meetings, contributing to discussions on security and safety issues. This position is critical in ensuring the safety of UN personnel and the effective conduct of ESCWA's programs and activities.

Duties and Responsibilities:
  • Advise the Head of Office on security threats and related matters, participating in policy development for security operations.
  • Coordinate with SIOC Lebanon and the Director of Administration of ESCWA.
  • Prepare security plans for ESCWA.
  • Monitor local security conditions and advise staff on preventative measures.
  • Establish evacuation capabilities for emergencies.
  • Maintain dialogue with local authorities for disaster coordination.
  • Represent ESCWA at international and regional security meetings.
  • Provide training and advice on personal security measures to UN staff and dependents.

  • Arrange protection for senior personnel and high-level visitors. 1
  • Direct and coordinate SSS activities to ensure timely execution. 1
  • Guide and develop staff under supervision. 1
  • Implement security training programs for personnel. 1

Required Qualifications:
Candidates must possess excellent knowledge of security management, with a solid background in military, police, or security specialization. They should have political and social knowledge of Lebanon and familiarity with security management tools and devices. The ideal candidate will demonstrate professionalism, effective communication skills, strong planning and organizing abilities, leadership qualities, and sound judgment in decision-making. The ability to incorporate gender perspectives and ensure equal participation of women and men in all areas of work is essential.

Educational Background:
An advanced university degree (Master's degree or equivalent) in security management, business administration, political/social science, psychology, international relations, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of seven years of progressively responsible experience in military, police, security management, or a related area is required. Experience in supervising teams is essential, and security-related experience with the UN is desirable. Familiarity with the ESCWA region and UN policies and procedures is also advantageous.

Languages:
English is required at UN Level II proficiency for reading, writing, listening, and speaking. Arabic is desirable at UN Level I proficiency. The working languages of the United Nations Secretariat are English and French, and proficiency in these languages is beneficial for effective communication within the organization.

This position is available for one year from the date of appointment, with the possibility of extension based on the availability of the post, budgetary approval, and satisfactory performance.
