This position is part of the Country Senior Management Team and is responsible for ensuring the safety of program implementation, maintaining humanitarian access, and fostering positive relationships with local authorities and stakeholders. The Security Manager must navigate Lebanon's complex and volatile operational context, employing a solution-oriented approach to mitigate risks while supporting adaptive strategies when necessary. The role requires a dynamic individual capable of working collaboratively across the organization to facilitate program implementation and ensure the safety of all team members.
Duties and Responsibilities: The Security Manager will be responsible for conducting situational analyses, providing comprehensive security reports, and monitoring information networks to advise on security and access-related matters. Key duties include managing relationships with stakeholders, representing Relief International in various forums, and ensuring effective communication between departments. The Security Manager will develop and maintain security plans, conduct risk assessments, and oversee field movement requests. Additionally, the role involves training staff, mentoring security focal points, and ensuring compliance with safety protocols. The Security Manager will also prepare incident reports, lead incident management efforts, and facilitate humanitarian access by liaising with government departments and local actors. Other responsibilities include maintaining confidentiality, promoting safeguarding policies, and supporting the overall mission of Relief International.
Required Qualifications: Candidates must possess a minimum of a bachelor’s degree in a relevant field or equivalent work experience. A strong background in security management within an INGO/NGO context is essential, with 5-7 years of experience in security, access, and government liaison roles. Proven experience in delivering safety and security training is required, along with strong external liaising skills and knowledge of key stakeholders in Lebanon. Fluency in English, both spoken and written, is mandatory, and candidates should demonstrate solid management and programming experience. A readiness to travel and work in challenging environments is also necessary, as is a commitment to upholding humanitarian principles and integrity.
Educational Background: The position requires a minimum of a bachelor’s degree in a relevant subject. Candidates with compelling equivalent work experience may also be considered. The educational background should ideally include studies related to security management, international relations, or humanitarian assistance, equipping the individual with the necessary knowledge and skills to navigate complex security environments effectively.
Experience: The Security Manager should have a minimum of 5-7 years of relevant experience in a similar role within an INGO or NGO, specifically focusing on security management, access negotiations, and government liaison. Experience in delivering high-quality training on safety and security to diverse audiences is essential. Candidates should also have a proven track record of working with external stakeholders and a strong understanding of the security landscape in Lebanon.
Languages: Fluency in English is required for this position, both in spoken and written forms. Additional Notes: This position is full-time and may require extensive travel within Lebanon, often at short notice.
