Job Overview:
The Country Manager position at Humanity & Inclusion is a critical role that involves overseeing the implementation of the organization's mandate and strategy within Lebanon. The Country Manager will report directly to the Regional Director and is responsible for ensuring that the quality and impact of the program's activities are optimized through effective delegation and control mechanisms. This role requires a proactive approach to managing the organization's operations, particularly in a challenging and unstable environment like Lebanon, where the socio-political context is complex and requires adaptability. The Country Manager will also play a key role in representing HI both internally and externally, promoting a positive image of the organization while navigating the local landscape of operational partners, institutions, and donors. The position demands a strong commitment to the organization's mission and the ability to lead a team effectively under pressure, especially in crisis situations.

Duties and Responsibilities:
The Country Manager will have several key responsibilities, including:
  • Acting as the legal representative of HI in Lebanon, promoting the organization's reputation and image.
  • Implementing HI's mandate and strategy in collaboration with operational partners and stakeholders, while steering organizational transformation initiatives.
  • Ensuring compliance with budgetary frameworks and adherence to HI's policies and frameworks, including safeguarding and risk management.
  • Monitoring and analyzing changes in the local environment to identify potential risks and opportunities for the organization.
  • Representing HI in humanitarian coordination forums and maintaining communication with donors and partners.
  • Assuming responsibilities in crisis situations as defined by the organization's response frameworks. The Country Manager will also be expected to travel across Lebanon to oversee various program activities and ensure effective implementation.

Required Qualifications:
Candidates for the Country Manager position must possess a range of qualifications, including strong leadership skills, the ability to work autonomously, and a proven track record in managing complex projects in challenging environments. The ideal candidate should have experience in humanitarian action, particularly in contexts involving disability and inclusion. Additionally, candidates should demonstrate adaptability, responsiveness to emergencies, and the ability to navigate complex governmental structures. Strong communication skills and the ability to engage with diverse stakeholders are essential, as is the capacity to lead a team under stress while maintaining a calm demeanor.

Educational Background:
A relevant educational background is required for the Country Manager position, typically including a degree in international relations, humanitarian studies, social sciences, or a related field. Advanced degrees or specialized training in project management, disaster response, or disability inclusion may be advantageous. Candidates should also have a strong understanding of the humanitarian sector and the specific challenges faced in Lebanon.

Experience:
The position requires significant experience in humanitarian management, ideally with at least 5-7 years in leadership roles within international NGOs or similar organizations. Candidates should have a demonstrated ability to manage teams, oversee program implementation, and engage with local and international stakeholders effectively.

Languages:
Fluency in English is mandatory for the Country Manager position, as it is the primary language of communication within the organization and with international partners. Proficiency in Arabic is highly desirable, given the local context and the need to engage with local communities and stakeholders. Knowledge of French or other languages may be considered an asset, enhancing the candidate's ability to communicate in diverse settings.

  • The position offers a competitive salary starting at 2986€ gross per month, with additional benefits including a monthly per diem of 879€ net, a hardship allowance of 500€ net, and 25 days of paid leave per year.
