Job Overview:
The National Legal Consultant will play a crucial role in supporting the implementation of Law No. 3/2025, which recognizes flexible, part-time, and remote work arrangements in Lebanon. This position involves conducting research, providing legal advice, and drafting necessary by-laws to ensure that the new law is effectively integrated into the existing legal framework. The consultant will collaborate with various stakeholders, including the Ministry of Labour and the National Social security" style="border-bottom: 1px dotted #007bff !important;">Security Fund (NSSF), to ensure that the internal regulations are aligned and that the implementation of flexible work arrangements is both effective and equitable. The consultant's work will contribute to promoting women's economic participation and addressing barriers that hinder their access to the workforce, particularly for those with caregiving responsibilities.

Duties and Responsibilities:
The consultant will be responsible for a range of tasks, including: conducting a desk review of the Ministry of Labour's relevant rules and internal regulations, ensuring alignment between the Ministry and the NSSF regulations, consulting with stakeholders to discuss the implications of different options for implementing flexible work arrangements, suggesting necessary by-laws related to labour law for the Ministry of Labour, and proposing monitoring and evaluation procedures for the amended labour law. Regular updates on work progress will also be required to ensure transparency and accountability throughout the process.

Required Qualifications:
Candidates must possess a master's degree in Lebanese law and provide a copy of their educational degree as part of their application. Incomplete applications will not be considered. Additionally, a minimum of 5 years of professional experience in law reform and related areas is required. Experience in labour law and social security laws, particularly within the Lebanese context, is highly desirable. The consultant should demonstrate a strong understanding of the legal landscape surrounding labour and social security in Lebanon.

Educational Background:
A master's degree in Lebanese law is mandatory for this position. This educational background is essential to ensure that the consultant has the necessary legal knowledge and expertise to navigate the complexities of labour law and its implementation in Lebanon.

Experience:
The position requires at least 5 years of professional work experience in areas related to law reform and changes. Candidates with previous experience in labour law and social security laws, especially in Lebanon, will be given preference. This experience is crucial for understanding the nuances of the legal framework and for effectively advising on the necessary reforms and by-laws.

Languages:
Fluency in Arabic is required for this position, as it is a working language of ESCWA. Additionally, knowledge of French and English is desirable, as these are the working languages of the United Nations Secretariat. Fluency in Arabic means being rated as 'fluent' in all four areas: speaking, reading, writing, and understanding. Knowledge of French and English means being rated as 'confident' in two of the four areas.
