Job Overview:
The position of Programme Coordination and Support to OMSAR – National Consultant is crucial for facilitating coordination and follow-up between UN Women and OMSAR in the context of the National Governance Program for Public Boards and Leadership (NGP). This role involves supporting the development and delivery of executive learning modules that reflect international governance standards while integrating principles of gender equality, disability inclusion, and inclusive governance within the Lebanese institutional context. The consultant will work closely with various stakeholders, including technical experts and public officials, to ensure effective implementation of the program. The consultant will be responsible for providing monthly progress updates, periodic documentation related to key program milestones, and a final consultancy report that summarizes achievements and lessons learned. The consultant will also ensure that cross-cutting principles such as gender equality and women's leadership are consistently considered throughout the program's implementation.

Duties and Responsibilities:
The consultant will have a comprehensive set of responsibilities, including:
  • Supporting coordination efforts between UN Women, OMSAR, technical experts, and relevant stakeholders, ensuring timely follow-up on progress, timelines, and agreed actions.
  • Planning, organizing, and following up on program activities, including consultations, validation meetings, and executive learning sessions, while ensuring effective communication among stakeholders.
  • Monitoring overall implementation against agreed milestones, identifying coordination or operational challenges, and supporting their timely resolution.
  • Maintaining relevant program documentation and tracking tools to ensure transparency and accountability.
  • Preparing reports, presentations, and other program-related documentation as requested by UN Women and OMSAR.
  • Providing periodic progress updates and a final report that summarizes implementation progress, achievements, challenges, lessons learned, and recommendations for the continued implementation and institutionalization of the NGP.

Required Qualifications:
The position requires a Bachelor’s degree in Public Administration, Public Policy, Governance, Business Administration, Law, Political Science, or another relevant field. Alternatively, a secondary education combined with two additional years of qualifying relevant experience may be accepted in lieu of the university degree. The consultant must possess strong program coordination and organizational skills, with the ability to manage multiple stakeholders and activities simultaneously. Strong analytical, monitoring, and reporting skills are essential, along with excellent communication, partnership-building, and interpersonal skills. The ability to identify challenges and recommend practical solutions is also crucial for success in this role.

Educational Background:
Candidates must hold a Bachelor’s degree in a relevant field such as Public Administration, Public Policy, Governance, Business Administration, Law, or Political Science. In cases where candidates have a secondary education, they must also have two additional years of relevant experience to qualify for the position. This educational background is essential to ensure that the consultant has the necessary knowledge and skills to effectively contribute to the program's objectives.

Experience:
Candidates should have at least 3 years of relevant experience in program coordination, project support, public administration, governance, institutional development, training programs, or a related field. Experience in coordinating activities among multiple stakeholders is required, as is experience in preparing reports, tracking implementation progress, and maintaining program documentation. Desirable experience includes knowledge of gender equality and inclusive governance, as well as experience supporting governance, capacity development, or public sector reform initiatives. Familiarity with Lebanon’s government institutions or UN agencies is also advantageous.

Languages:
Fluency in English and Arabic is mandatory for this position. Knowledge of French or any other UN official language is considered desirable, as it may enhance communication and collaboration with a broader range of stakeholders.

Additional Notes:
This consultancy is hybrid, meaning that the consultant will be expected to report to either OMSAR’s or UN Women’s premises as required. The position is likely to involve a contract of a specified duration, with expectations for full-time commitment.
