Job Overview:
The Resident Coordinator (RC) serves as the highest-ranking representative of the UN development system at the country level, responsible for leading the UN country teams and ensuring accountability for the implementation of the UN Sustainable Development Cooperation Framework. The RC is tasked with fostering engagement with government entities, civil society, and other partners to address national needs and sustainable development challenges. The role requires a deep understanding of the UN's assets and capabilities to promote peace and sustainable development. The RC is expected to advocate for the SDGs, coordinate UN support to the government, and ensure that the UN's efforts align with national priorities. The position demands strong leadership, strategic thinking, and the ability to navigate complex political environments to achieve development goals.

Duties and Responsibilities:
The Resident Coordinator is responsible for a wide range of duties, including representing the UN at high levels of government, leading the UN country team in developing and monitoring the UN Cooperation Framework, and coordinating system-wide support to the government. The RC must engage with various stakeholders, including civil society and the private sector, to foster partnerships that advance the 2030 Agenda. The role also involves conducting context and trend analysis, promoting human rights and gender equality, and ensuring effective communication of UN efforts. The RC is accountable for the security" style="border-bottom: 1px dotted #007bff !important;">security of UN personnel and assets, manages the Resident Coordinator's Office, and oversees the implementation of strategies to prevent sexual exploitation and abuse. Required Qualifications:
Candidates must possess a Master's degree or equivalent postgraduate qualification in fields such as development studies, international relations, political science, economics, social sciences, human rights, or law. A first-level university degree combined with relevant experience may be accepted in lieu of an advanced degree. The position requires over 15 years of substantive experience in leadership roles at the international level, including five years in development, human rights, or humanitarian work at the country level. Previous experience as a Resident Coordinator or in senior-level inter-agency coordination is essential. Candidates should demonstrate strong diplomatic skills and experience in managing humanitarian programs, as well as familiarity with strategic planning frameworks and financing instruments.

Educational Background:
The educational background required for this position includes a Master's degree or an equivalent postgraduate qualification in relevant fields such as development studies, international relations, political science, economics, social sciences, human rights, or law. Candidates with a first-level university degree and a relevant combination of academic qualifications and experience may also be considered. This educational foundation is crucial for understanding the complexities of international development and the UN's role in promoting sustainable development.

Experience:
Candidates must have over 15 years of substantive experience in leadership roles at the international level, with at least five years of cumulative experience in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside of their own country. Previous experience as a Resident Coordinator is required, although senior-level inter-agency coordination experience may be considered in lieu of RC experience. Candidates should also have experience in managing humanitarian programs and operations, as well as representational and negotiation experience in complex environments.

Languages:
The mandatory languages for this position are English and French, which are the working languages of the United Nations Secretariat. Candidates must demonstrate proficiency in both languages at UN Level III for reading, writing, listening, and speaking. Arabic is considered a desirable language, and proficiency in it at UN Level III is also preferred. This multilingual requirement reflects the UN's commitment to effective communication and collaboration in diverse contexts.

Additional Notes:
The selected candidate will be appointed to a position that is limited to the Resident Coordinator System in N'Djamena, which is classified as a D duty station. The duration of the assignment is typically three years, although this may change based on the hardship classification of the duty station. The position is non-family, and eligibility is limited to candidates who are members of the Resident Coordinator Pool.
