Job Overview: The Security Cooperation Officer position is a critical role within the OSCE Mission to Bosnia and Herzegovina, focusing on supporting the implementation of international commitments and enhancing security governance in the region. The successful candidate will be responsible for monitoring and analyzing developments in the security sector, managing projects, and liaising with national and international partners. This role requires a deep understanding of the political-military landscape in Bosnia and Herzegovina, as well as the ability to navigate complex negotiations with governmental and military authorities. The officer will also be tasked with promoting gender equality and integrating gender perspectives into project work, ensuring that the OSCE's Gender Action Plan is effectively implemented. The position demands a proactive approach to addressing emerging security threats and challenges, as well as a commitment to fostering collaboration among diverse stakeholders.
Duties and Responsibilities:
Monitor, analyze, and advise on developments, challenges, priorities, and solutions to support Bosnia and Herzegovina's implementation of relevant OSCE and international commitments.
Manage and coordinate the development, implementation, and monitoring of the Mission’s project support and political advocacy initiatives.
Prepare and review inputs and feedback for reporting and responding to inquiries.
Represent the Mission and the OSCE at events and activities, developing briefs and reports, and delivering presentations to various audiences.
Manage assigned projects, ensuring cost-effective development and implementation of activities to maximize the benefit and sustainability of OSCE support.
Supervise project staff, approving and providing guidance for their work.
Liaise with relevant national, regional, and international partners and counterparts.
Collaborate with other Mission units to ensure a comprehensive approach to security and effective support for improving security and defense governance in Bosnia and Herzegovina.
Promote the implementation of the OSCE Gender Action Plan and conduct gender mainstreaming of project work. 1
Perform other duties as assigned by the Head of Security Cooperation.
Required Qualifications: Candidates must possess a second-level university degree in a relevant technical field, such as international relations, security, or defense studies. A first-level university degree combined with two additional years of relevant experience may be accepted in lieu of the second-level degree. Additionally, candidates should have significant experience in arms control, peacekeeping operations, or related military affairs, with a minimum of six years of relevant professional experience, including at least three years in a management role. Experience working in international organizations and conducting negotiations with governmental and military authorities is essential. Knowledge of politico-military standards and the security situation in Bosnia and Herzegovina is also required.
Educational Background: The position requires a second-level university degree in a relevant technical field, such as international relations, security studies, or defense studies. Candidates with a first-level university degree may be considered if they have at least two additional years of relevant experience. This educational background is crucial for understanding the complexities of security cooperation and the political-military landscape in the region.
Experience: Candidates should have a minimum of six years of relevant professional experience in security sector or politico-military affairs, including at least three years in a management capacity. Experience in international organizations and multinational settings is highly desirable, as is a proven track record in negotiations and advocacy with governmental and military authorities. Familiarity with project management and the ability to draft and analyze reports related to security and politico-military issues are also essential.
Languages: Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of Bosnian, Croatian, or Serbian is desirable, as it will facilitate communication and collaboration with local stakeholders and enhance the effectiveness of the OSCE's mission in the region.
Additional Notes: This position is classified as a Middle Management role and is offered on a fixed-term basis as part of an international secondment. The maximum period of service in this post or in the same Mission is seven years.
