Job Overview: The position involves developing a structured and realistic roadmap for the effective implementation of national recommendations regarding road safety in Morocco. This assignment is part of the UNRSF project aimed at enhancing road safety for vulnerable users in North and West Africa. The consultant will be responsible for analyzing existing road design standards, proposing an implementation framework, and promoting stakeholder ownership through participatory seminars. The role requires a deep understanding of road safety engineering and the ability to translate complex assessments into actionable strategies.
Duties and Responsibilities: The consultant will undertake several key tasks:
Conduct an analysis of the results from the periodic standards review process for 2025, identifying responsibilities and sequencing actions.
Propose a time-phased implementation framework that includes timelines, responsibilities, resources, and indicators for monitoring progress.
Identify risks and constraints associated with the implementation and suggest mitigation measures.
Design and facilitate a one-day seminar aimed at promoting stakeholder engagement, including preparing presentation materials and guiding discussions.
Collect feedback from seminar participants and incorporate it into the final roadmap.
Write a summary report detailing the seminar's conclusions and recommendations for implementation.
Required Qualifications: Candidates must possess a first-level university degree in Civil Engineering, Transport Engineering, Road Safety Engineering, Urban/Transport Planning, or a closely related field with a strong emphasis on road design and traffic safety. Additionally, candidates must demonstrate a minimum of 6 years of professional experience in road safety, with proven expertise in developing national strategies, implementation roadmaps, or policy frameworks. Knowledge of road design guidelines and the institutional road safety structure in Morocco is highly desirable.
Educational Background: A first-level university degree in a relevant field such as Civil Engineering, Transport Engineering, or Urban Planning is required. Candidates must provide a copy of their educational qualifications as part of their application, as incomplete applications will not be considered.
Experience: A minimum of 6 years of professional experience in the field of road safety is required. Knowledge of Arabic is considered desirable, as it is also a working language within the ESCWA. Fluency is defined as being able to speak, read, write, and understand the language proficiently, while knowledge is defined as being confident in at least two of the four areas.
