Job Overview:
The Technical Officer position is crucial for supporting UNDP's immediate interventions in Basic Services Delivery and Infrastructure Rehabilitation in Syria. The role involves leading and managing project activities related to the rehabilitation of essential infrastructure such as schools, health facilities, and water networks. The officer will be responsible for planning, implementing, and monitoring projects, ensuring that they align with UNDP's standards and the specific needs of local communities. The position requires a proactive approach to engage with various stakeholders, including local authorities and NGOs, to facilitate effective project implementation and resource mobilization. The officer will also contribute to the development of project documents and technical specifications, ensuring that all activities are documented and reported accurately.

Duties and Responsibilities:
The Technical Officer will lead and coordinate the planning, implementation, and monitoring of Basic Services & Infrastructure Rehabilitation projects. Key responsibilities include: 1) Acting as the technical lead for project activities, including the rehabilitation of schools, health facilities, and infrastructure networks. 2) Collecting and analyzing technical data to identify service delivery priorities. 3) Developing project documents and concept notes. 4) Preparing Bills of Quantities (BoQs) and technical specifications. 5) Monitoring project progress and reporting challenges. 6) Overseeing project finance and administrative tasks. 7) Ensuring compliance with procurement regulations. 8) Engaging with local authorities and community organizations to support project implementation. 9) Identifying funding opportunities and assisting in resource mobilization efforts. 10) Facilitating knowledge sharing and capacity-building activities among stakeholders.

Required Qualifications:
Candidates must possess an Advanced University Degree (Master’s degree or equivalent) in Civil Engineering, Architectural Engineering, or a related field. Alternatively, a first-level university degree (Bachelor’s degree) in the same fields with an additional two years of relevant experience will be considered. The position requires experience in project design, supervision, and implementation, as well as proficiency in office software and web-based management systems. Desired qualifications include experience in community engagement, project management, and familiarity with monitoring and evaluation tools.

Educational Background:
An Advanced University Degree (Master’s degree or equivalent) in Civil Engineering, Architectural Engineering, or a relevant field is required. Candidates with a Bachelor’s degree in these fields must have at least two years of relevant professional experience to be considered for the role.

Experience:
The position requires a minimum of two years of relevant professional experience for candidates with a Bachelor’s degree. Those with a Master’s degree are not required to have prior work experience. Experience in project management, community engagement, and familiarity with the UN system or NGOs is highly desirable, with six years of experience being preferred.

Languages:
Fluency in written and spoken English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
