Job Overview:
The Case Management Coordinator will play a crucial role in the implementation and coordination of case management services within IOM's Protection Division. This position involves overseeing compliance with internal and external regulations, managing workforce operations, and ensuring effective information management. The coordinator will be responsible for guiding and supervising the case management staffing system, which includes establishing an organizational structure, recruiting staff, and defining clear roles and responsibilities. The role also entails organizing workloads, providing regular supervision, and developing staff training plans to enhance the skills of caseworkers. The coordinator will monitor compliance with standard operating procedures and ensure proper documentation of case management processes. Additionally, the position requires the ability to address challenges in individual cases, compile lessons learned, and contribute to planning and budgeting processes. The coordinator will also provide technical guidance to caseworkers and may undertake duty travel as required.

Duties and Responsibilities:
  • Implement and coordinate case management services, ensuring compliance with relevant regulations and procedures.
  • Manage workforce operations, including recruitment and assignment of roles.
  • Organize workloads and provide regular supervision to case management staff.
  • Develop and implement staff development plans, including training sessions and mentoring.
  • Monitor compliance with case management standard operating procedures.
  • Ensure appropriate documentation of case management processes.
  • Monitor individual case progress and address challenges as they arise.
  • Compile and share lessons learned to inform standard operating procedures.
  • Implement data collection and reporting processes in line with IOM guidelines. 1
  • Provide technical guidance to caseworkers and liaise with regional offices on complex cases. 1
  • Undertake duty travel as necessary.

Required Qualifications:
  • University degree in social work, psychology, law, or a related field from an accredited institution, with four years of relevant professional experience; or a school diploma with six years of relevant experience.
  • Experience in protection, counter-trafficking, child protection, return and reintegration, gender-based violence, and/or humanitarian affairs.
  • Proven ability to work with vulnerable populations and in community-based protection services.
  • Strong organizational skills and the ability to prioritize tasks under pressure.
  • Excellent interpersonal skills and the ability to work effectively with diverse stakeholders.

Educational Background:
Candidates must possess a university degree in social work, psychology, law, or a related field from an accredited academic institution. Accredited universities are those listed in the UNESCO World Higher Education Database. Alternatively, a school diploma with six years of relevant experience is acceptable.

Experience:
The position requires a minimum of four years of relevant professional experience in the fields of protection, counter-trafficking, child protection, return and reintegration, gender-based violence, and/or humanitarian affairs. Experience working with vulnerable populations and in community-based protection and assistance services is essential. Candidates should demonstrate the ability to organize work independently, prioritize tasks, and coordinate with multiple stakeholders effectively.

Languages:
Fluency in English and Arabic is required, both oral and written. Proficiency in IOM's official languages, which include English, French, and Spanish, will be evaluated during the selection process. Candidates may be assessed through written and/or oral evaluations to determine their language proficiency.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Syria will be considered. The appointment will be contingent upon certification of medical fitness, verification of residency, and necessary government authorizations. IOM has a zero-tolerance policy regarding conduct incompatible with its objectives, including discrimination and harassment. The selection process may be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for 24 months.
