Job Overview:
The Rehabilitation Senior Technical Officer (STO) plays a crucial role in implementing the mandate and ten-year strategy of Humanity & Inclusion in Syria. The STO is responsible for ensuring the effective execution of projects by providing expert advice and delivering specialized training to the HI team, partners, and relevant stakeholders. This position requires a high level of technical expertise in rehabilitation services, particularly in the context of the ongoing humanitarian crisis in Syria. The STO will work closely with the Syria Operations Manager and the Regional Physical and Functional Rehabilitation Specialist to ensure that the projects meet high standards of quality and impact. The role involves expanding and strengthening physical rehabilitation services, enhancing the capacity of rehabilitation teams, supporting emergency preparedness and response, and promoting the implementation of rehabilitation management systems. The STO will also represent HI in national health clusters and advocate for best practices in the physical rehabilitation sector.

Duties and Responsibilities:
The Rehabilitation Senior Technical Officer will have several key responsibilities, including:
  • Expanding and strengthening physical rehabilitation services by facilitating the deployment of stimulation therapy interventions and pediatric rehabilitation across multiple health facilities.
  • Enhancing the capacity and coordination of rehabilitation teams by providing ongoing support and follow-up for Rehabilitation Technical Officers, contributing to skills upgrading plans, and developing a local talent pool.
  • Supporting emergency preparedness and response in physical rehabilitation by strengthening rapid response capacities in partner hospitals and reinforcing HI’s internal systems for emergency response.
  • Promoting the implementation of rehabilitation management systems in targeted health facilities to ensure standardized and high-quality rehabilitation services.
  • Maintaining active representation and advocacy within the National Health Cluster to influence national policies and best practices in the physical rehabilitation sector.
  • Engaging with the Ministry of Health to support the development of national strategies for physical rehabilitation, including prosthetics and orthotics.

Required Qualifications:
Candidates must possess a Bachelor of Science degree in Physiotherapy or Occupational Therapy. Additionally, a minimum of 5 years of clinical experience is required, with proven expertise in providing technical direction and quality monitoring in rehabilitation services. Experience in pediatric rehabilitation is essential, as the role involves working with children and ensuring their rehabilitation needs are met. Candidates should also demonstrate strong leadership and communication skills, as well as the ability to work collaboratively with diverse teams and stakeholders.

Educational Background:
The position requires a graduate degree in either Physiotherapy or Occupational Therapy. This educational background is essential for understanding the complexities of rehabilitation services and for providing the necessary technical support and training to team members and partners.

Experience:
The ideal candidate should have at least 5 years of clinical experience in the field of rehabilitation, with a strong emphasis on providing technical direction and assistance. Experience in pediatric rehabilitation is a must, as the role will involve working with children and addressing their specific rehabilitation needs. Candidates should also have a track record of quality monitoring and the ability to implement effective rehabilitation programs in challenging environments.

Languages:
Fluency in written and spoken English is mandatory for this position, as it is essential for communication with international partners and stakeholders. Additionally, fluency in Arabic is preferred, as it will facilitate communication with local teams and communities in Syria.

Additional Notes:
The position offers a 12-month international contract starting from 15th June 202
  • The contract includes various benefits such as social coverage adapted to the context of the mission, unemployment insurance for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at 2448€ gross per month, depending on experience, along with a net monthly per diem of 533€ and a hardship allowance of 500€ net per month. Employees are entitled to 25 days of paid leave per year and a rest and recuperation (R&R) period of 5 days every 8 weeks, with possible transport support. The position is unaccompanied, and travel costs for air tickets and visa will be covered, along with a child allowance for employees with children. Housing will be provided collectively by HI.
