Job Overview:
The position of Consultant to support the Ministry of Public Administration in digitalization involves providing expert guidance and support to enhance the digitalization processes within the ministry. The consultant will be responsible for assessing current digital practices, identifying areas for improvement, and implementing strategies that align with best practices in digital governance. This role is crucial as it aims to streamline public administration processes, improve service delivery to citizens, and foster transparency and efficiency in government operations. Duties and Responsibilities:
The consultant will be tasked with a variety of responsibilities including conducting a comprehensive assessment of the current digitalization status within the Ministry of Public Administration, developing a strategic plan for digital transformation, providing recommendations for technology adoption, and facilitating training sessions for ministry staff on new digital tools and processes. Additionally, the consultant will be expected to monitor the implementation of digital initiatives, evaluate their effectiveness, and provide ongoing support and adjustments as necessary. Engaging with stakeholders to gather feedback and ensure that digital services are user-friendly and accessible will also be a key responsibility.

Required Qualifications:
Candidates must possess a strong background in digital transformation, public administration, or a related field. They should have proven experience in consulting roles, particularly in government or public sector environments. Familiarity with digital tools and technologies, as well as a solid understanding of public sector processes, is essential. Strong analytical skills, the ability to communicate effectively with diverse stakeholders, and a commitment to promoting transparency and efficiency in government operations are also required.

Educational Background:
A minimum of a Master's degree in Public Administration, Information Technology, Business Administration, or a related field is required. Additional certifications in digital transformation or project management would be advantageous and demonstrate a commitment to professional development in this area.

Experience:
The ideal candidate should have at least 5 years of relevant experience in consulting, particularly in the areas of digital transformation and public administration. Experience working with government agencies or international organizations is highly desirable. The candidate should also have a track record of successfully implementing digital initiatives and managing projects from inception to completion.

Languages:
Fluency in English is mandatory, as all communications and documentation will be conducted in this language. Knowledge of Montenegrin or other regional languages would be considered an asset, as it may facilitate better communication with local stakeholders and enhance the consultant's effectiveness in the role.

• It is a full-time role, and the consultant will be expected to work closely with the Ministry of Public Administration and other stakeholders throughout the duration of the assignment. Compensation will be commensurate with experience and in line with UNDP standards. The consultant will be required to submit proposals through the UNDP supplier portal, and any inquiries regarding the tender must be submitted in writing via the portal's messaging functionality.
