Job Overview:
The consultant will conduct a comprehensive Gender-Sensitive Conflict Analysis (GSCA) in Sudan, focusing on the gendered dimensions of the ongoing conflict and the roles of women in peacebuilding. This analysis aims to systematically examine how gender dynamics influence the context, drivers, and impacts of the conflict, as well as the ongoing peace and recovery processes. The consultant will identify the distinct needs, roles, vulnerabilities, and contributions of different genders to ensure that gender perspectives inform peace and recovery initiatives. The ultimate goal is to promote gender equality and women's meaningful participation in line with UNSCR 1325 and subsequent WPS resolutions, ensuring that peacebuilding efforts are inclusive and sustainable.

Duties and Responsibilities:
The consultant will be responsible for designing a gender-sensitive methodology and tools aligned with WPS principles, conducting a comprehensive desk review of relevant literature, and engaging with diverse stakeholders through key informant interviews (KIIs) and focus group discussions (FGDs). They will analyze gendered impacts and risks of the conflict, assess power relations and gender norms, and map formal and informal actors to understand their roles and influence. The consultant will also examine barriers to women's participation in peacebuilding and governance, analyze gender roles in conflict and peace processes, and provide evidence-based recommendations for gender-responsive policy and programming. Additionally, the consultant will ensure adherence to ethical standards and quality assurance throughout the research process, culminating in a comprehensive GSCA report with actionable recommendations.

Required Qualifications:
Candidates must possess an advanced degree in gender studies, peace and conflict studies, international development, political science, or a related field. A minimum of 7 years of professional experience in gender programming within humanitarian or development contexts is required, with demonstrated expertise in conducting gender and conflict analyses in fragile or conflict-affected settings. Proven experience in producing gender-sensitive reports and a strong understanding of the Women, Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security (WPS) agenda and UNSCR 1325 are essential. Familiarity with the humanitarian context in Sudan and the specific challenges faced by women and girls in conflict settings is crucial. Candidates should also demonstrate strong research, analytical, and writing skills, as well as knowledge of how famine affects food security and the ability to adapt interventions to be inclusive and sensitive to gender dynamics.

Educational Background:
An advanced degree in gender studies, peace and conflict studies, international development, political science, or a related field is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical and practical knowledge to conduct a comprehensive gender-sensitive conflict analysis.

Experience:
The position requires a minimum of 7 years of professional experience in gender programming, particularly within humanitarian or development contexts. Candidates should have demonstrated expertise in conducting gender and conflict analyses in fragile or conflict-affected settings, showcasing their ability to navigate complex social dynamics and provide actionable insights for policy and programming.

Languages:
Fluency in English or Arabic is mandatory for this position. Knowledge of Arabic or any other UN official language is considered an asset, as it may enhance communication with local stakeholders and facilitate the research process.

  • The consultant will be required to submit various deliverables, including an inception report, a draft GSCA report, and a final report, with specific payment schedules tied to the completion of these deliverables.
