Job Overview:
The position of National Consultant for Gender Equality Profile Update is focused on the development of Chapter 4 of the Country Gender Equality Profile (CGEP) update for Vietnam. The consultant will be responsible for delivering two main outputs: first, developing section 4.3 on Private Sector, Trade, and Value Chains under Chapter 4, which addresses gender equality in economic development; and second, consolidating the four sections of Chapter 4 into a coherent analysis. The consultant will explore key issues such as the current state of female entrepreneurship, the economic benefits of diverse leadership teams, and the role of the private sector in promoting gender equality. The consultant is expected to conduct thorough research, draft sections of the report, and present findings at national workshops, ensuring that the work aligns with UN Women’s guidelines and principles.

Duties and Responsibilities:
The consultant will undertake the following duties and responsibilities:
  • Section Drafting: Identify relevant data sources to discuss key issues in section 4.
  • Conduct a desk review and secondary data analysis on the topic. Draft a maximum of 5 pages based on the agreed outline and keep the team leader updated on progress.
  • Chapter Drafting and Revision: Compile, revise, and finalize the chapter based on feedback from the team leader and Advisory Group. Participate in meetings and consultations, present the chapter, and prepare a PowerPoint presentation on the report findings. Additionally, prepare a half-page Executive Summary of the chapter.
  • Deliverables: The consultant will produce a detailed outline, draft sections, and final reports by specified deadlines, ensuring high-quality outputs that meet UN Women’s standards.

Required Qualifications:
The position requires a Master’s degree or equivalent in Economics, Development Economics, or a related field. Candidates must possess at least 20 years of progressively responsible work experience in gender equality within the economic sector in Vietnam. Proven experience in leading research on gender equality in economic policy, trade, or value chain development is essential. Additionally, candidates should have a track record of producing high-quality policy papers in Vietnam, demonstrating excellent analytical skills, communication abilities, and a strong drive for results. Samples of previous work will be required to assess the candidate's capabilities.

Educational Background:
Candidates must hold a Master’s degree or equivalent in a relevant field such as Economics or Development Economics. This educational background is crucial for understanding the complexities of gender equality in economic contexts and for conducting high-level research and analysis.

Experience:
The position requires a significant level of experience, specifically at least 20 years of progressively responsible work experience in gender equality-related work within the economic sector in Vietnam. This extensive experience should include leading research initiatives and producing policy papers that address gender equality in economic contexts, trade, or value chain development.

Languages:
Fluency in English is mandatory, as all deliverables and communications will be conducted in English. Proficiency in Vietnamese is also highly desirable, as it may facilitate better engagement with local stakeholders and data sources.

Additional Notes:
This consultancy is home-based, with minimal travel requirements. The consultant may need to attend online meetings and workshops related to the work. Travel for UN Women’s consultants is considered an official mission and will be arranged by UN Women in accordance with their Consultant Contract Policy and Duty Travel Policy. The deliverables are scheduled with specific payment milestones, with 60% payment upon submission of the first deliverable and 40% upon completion of the final deliverable.
