Job Overview:
The STRengthening Infectious disease DEtection Systems (STRIDES) Activity is seeking a Project Manager (Contracts & Subcontracts) who will be responsible for managing and supporting subcontractor implementation in Vietnam. This role involves planning, executing, and finalizing procurement and subcontract processes while adhering to strict deadlines and organizational policies. The Project Manager will coordinate with internal teams and external partners to acquire essential goods and services, ensuring quality assurance, cost control, and performance monitoring throughout the Activity lifecycle. The position requires close collaboration with technical and operational teams to align procurement strategies with Activity objectives and compliance requirements, making it crucial for the success of the STRIDES initiative in Vietnam.

Duties and Responsibilities:
The Project Manager will manage the full life cycle of procurement and subcontract activities, including planning, solicitation, negotiation, and award through to closeout. Key responsibilities include developing procurement management plans, providing guidance and monitoring for project partners, preparing requests for proposals and quotations, supporting bid evaluations, and developing best practices for procurement monitoring. The Project Manager will also draft and finalize subcontract agreements, conduct pre-award assessments, and ensure compliance monitoring of subcontracts. Regular evaluations of partner and vendor progress will be conducted to ensure adherence to contractual terms, and the Project Manager will be responsible for building and maintaining procurement records and tracking systems. Additionally, the role involves consulting with the STRIDES Operations team on procurement methods and ensuring alignment with global standards.

Required Qualifications:
Candidates must possess a comprehensive understanding of project management principles and practices, with strong negotiation and problem-solving skills. Excellent oral and written communication abilities are essential, along with demonstrated project and personnel management skills. The ability to influence and collaborate with others, adapt to challenges, and create efficient systems is crucial for this role. Familiarity with project management software and technologies is also required.

Educational Background:
A Bachelor's Degree or its international equivalent in fields such as Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, Youth, or related fields is required. A Project Management (PM) Certification is preferred, indicating a formal recognition of the candidate's project management skills and knowledge.

Experience:
Typically, candidates should have a minimum of 8+ years of relevant experience in project management, with at least 2+ years in line management. Experience managing subcontracts under USG-funded projects is strongly preferred, along with prior work experience in a non-governmental organization (NGO), government agency, or private organization. Experience in international or domestic program development or project management is also advantageous.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak proficiently. Additional language skills may be beneficial but are not specified as mandatory.

The position may require up to 10% - 25% domestic travel. The job is based in a typical office environment, with the expectation of spending long hours on a computer and performing repetitive tasks.
