Job Overview: The Administrative Officer serves as the focal point for administrative management services within a country or sub-country office. This role is crucial for ensuring the delivery of efficient and cost-effective administrative support services. The incumbent is responsible for guiding the operations of administrative support services and managing administrative staff. The Administrative Officer also plays a key role in budget management, monitoring the administration budget, and preparing estimates for budget preparation purposes. Duties and Responsibilities:
Policy, Procedures, and Strategies: Act as the functional focal point for Travel, Protocol, and Transport functions, ensuring the correct application of policies and procedures. Contribute to strategic planning and monitoring of related matters at the country/sub-country level. Provide guidance and support to staff regarding administrative procedures and requirements. Make recommendations for system improvements and internal controls. Prepare reports on Travel, Protocol, and Transport matters as required.
Budget Management: Monitor the administration budget in coordination with the supervisor, ensuring objectives are met. Prepare and control the Travel, Protocol, and Transport budget.
Administrative Support: Enhance Travel, Protocol, and Transport services, ensuring efficient service provision and timely delivery. Negotiate and administer contracts with vendors and agencies. Manage the transport section, developing and implementing an annual transport management plan. Organize training programs for drivers and ensure vehicle maintenance schedules are adhered to without disrupting operations.
Required Qualifications: The position requires a first university degree in social sciences, business management, administration, languages, human resources, or a relevant field. Candidates should have a minimum of 2 years of progressively responsible experience in managing and coordinating travel, protocol, and transport operations within a complex, multi-office environment. Experience in emergencyduty stations and the UN Common system is desirable. Candidates should also have experience in coordinating protocol activities and fostering strategic relationships with government entities.
Educational Background: A first university degree in relevant fields such as social sciences, business management, administration, languages, or human resources is required for this position. This educational background provides the necessary foundation for understanding the complexities of administrative management within UNICEF's operational framework.
Experience: Candidates must have at least 2 years of progressively responsible experience in managing and coordinating travel, protocol, and transport operations. Experience in emergency duty stations is desirable, as is familiarity with the UN Common system. The role requires a proven track record in coordinating protocol activities and optimizing operational workflows, as well as experience in fostering strategic relationships with government entities.
Languages: Fluency in English and Arabic is required for this position. Knowledge of another official UN language, such as French, Spanish, or Russian, or the local language is considered an asset, enhancing communication and operational effectiveness within diverse environments.
