Job Overview:
The Administrative Officer position at the OHCHR in Dhaka, Bangladesh, is a critical role that involves overseeing various administrative functions within the organization. The incumbent will be responsible for managing human resources, budget and finance, and general administration. This position requires a strong understanding of UN policies and procedures, as well as the ability to coordinate and implement administrative activities effectively. The Administrative Officer will work closely with the Chief of Mission and other staff members to ensure that the office operates smoothly and efficiently. The role demands a high level of professionalism, teamwork, and organizational skills, as the incumbent will be expected to handle multiple tasks and priorities while maintaining a focus on the organization's goals and objectives.

Duties and Responsibilities:
The Administrative Officer will have a wide range of responsibilities, including but not limited to:
  • Human Resource Management: Coordinating recruitment, placement, promotion, performance appraisal, job classification reviews, and training activities while ensuring compliance with UN rules and procedures.
  • Budget and Finance: Leading the preparation and implementation of the work programme, monitoring financial resources, and ensuring that activities align with the Programme Budget. The officer will also develop procedures for financial management and provide guidance to junior staff.
  • General Administration: Overseeing procurement processes, managing departmental space requirements, and ensuring that office technology needs are met. The officer will also be responsible for maintaining equipment and software systems.
  • Reporting: Coordinating the production of programme reports and conducting regular reviews to assess progress against the programme plan.
  • Leadership: Providing guidance and support to junior staff members and fostering a collaborative work environment.

Required Qualifications:
Candidates must possess a strong understanding of administrative, budgetary, financial, and human resources policies and procedures. The ability to apply UN administrative rules and regulations in various work situations is essential. Candidates should demonstrate analytical and evaluative skills, with the capacity to conduct independent research and analysis. A commitment to gender perspectives and equal participation in all areas of work is also required. Strong communication and interpersonal skills are necessary to work effectively within a team and to achieve organizational goals.

Educational Background:
An advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, or a related area is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background ensures that candidates have the necessary theoretical knowledge and practical skills to perform effectively in the role.

Experience:
A minimum of five years of progressively responsible experience in administration, finance, accounting, human resources management, or a related field is required. Candidates with experience in the application of administrative and financial policies of the United Nations Secretariat or similar international organizations will be preferred. Familiarity with web-based management systems such as Umoja is also desirable, as it indicates the candidate's ability to adapt to modern administrative tools and practices.

Languages:
English is the mandatory working language for this position, and candidates must demonstrate proficiency at UN Level III in reading, writing, listening, and speaking. While French is also a working language of the UN, it is not specifically required for this job opening. Candidates should be able to communicate effectively in English to fulfill the responsibilities of the role.
