Job Overview:
The Programme Management Officer (Partnerships) will play a crucial role in the development, implementation, and evaluation of various programs and projects within UNODET. This position requires the incumbent to monitor and analyze program/project development, identify issues, and propose corrective actions. The officer will support partnership development by identifying potential partners across various sectors, maintaining relationships, and facilitating joint initiatives. The role also involves conducting research, assisting in policy development, and preparing various written outputs. The officer will be responsible for outreach activities, training workshops, and field missions, as well as coordinating budget-related activities and analyzing data to provide insights for decision-making. The position demands a proactive approach to managing partnerships and ensuring effective communication and collaboration among stakeholders.

Duties and Responsibilities:
The Programme Management Officer (Partnerships) will be responsible for a wide range of duties, including:
  • Participating in the development, implementation, and evaluation of assigned programs/projects, monitoring progress, and proposing corrective actions.
  • Supporting partnership development by identifying potential partners, maintaining relationships, and facilitating joint initiatives.
  • Conducting consulting assignments, planning workshops, and assisting clients in developing action plans.
  • Researching and analyzing information from diverse sources to support policy development.
  • Designing data collection tools and interpreting responses to prepare conclusions.
  • Preparing written outputs such as background papers, reports, and publications.
  • Providing support for meetings and conferences, including proposing agenda topics and preparing documents.
  • Conducting outreach activities and training workshops.
  • Participating in field missions and drafting mission summaries. 1
  • Coordinating budget and funding activities, preparing related documents and reports. 1
  • Collecting and analyzing data to identify trends and provide insights for decision-making. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess a strong understanding of project and program management, particularly in an international context. They should have the ability to identify issues, analyze problems, and propose solutions. Proficiency in data collection and analysis methods is essential, along with the ability to conduct independent research. Candidates should demonstrate professionalism, effective communication skills, and the ability to work collaboratively in a team environment. They must also exhibit strong planning and organizational skills, as well as accountability for their responsibilities.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in public administration, business administration, management, political science, international relations, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in project or program management, administration, or a related area is required. Candidates should have experience in establishing and servicing multi-stakeholder partnerships in an international setting, using data analysis to inform decision-making, and developing strategic frameworks for multi-partner trust funds. At least one year of experience working on Digital Cooperation projects is mandatory, while two years of direct experience in conducting self-service analytics is desirable.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is also a working language of the United Nations Secretariat, and proficiency in French is considered an asset but not mandatory.
