Job Overview:
The Government Relations Liaison (GRL) plays a crucial role in the EpiC project, which aims to achieve HIV epidemic control and strengthen global health security" style="border-bottom: 1px dotted #007bff !important;">security in Tajikistan. The GRL will report directly to the Country Representative/Project Director and is responsible for fostering and maintaining effective partnerships with government institutions. This position requires a proactive approach to liaising with various levels of government, ensuring that EpiC's objectives are communicated and supported. The GRL will also be tasked with analyzing government regulations and policies to inform design" style="border-bottom: 1px dotted #007bff !important;">program design and management, advocating for EpiC's priorities, and monitoring relevant legislative activities. The role is pivotal in ensuring that EpiC's initiatives align with government strategies and that the organization can effectively navigate the complexities of government relations in the health sector.

Duties and Responsibilities:
The GRL will be responsible for a wide range of duties, including but not limited to: liaising with government authorities to support program operations; analyzing government regulations to provide recommendations; advocating for EpiC's priorities to government officials; monitoring health sector legislation and advising the project management team; preparing necessary documents for government approvals; strategizing and participating in meetings with government structures; lobbying for EpiC's positions on legislative issues; collaborating with government institutions for formal approvals; leading technical working group meetings; developing advocacy channels; and providing guidance to ensure compliance with government policies. The GRL will also assist in preparing for key meetings with government partners and represent EpiC at external meetings, ensuring effective communication and reporting back to the project leadership team.

Required Qualifications:
Candidates must possess a minimum of a bachelor’s degree in public health, international development, or a related field, with a master’s degree being an added advantage. A minimum of 8 years of experience in health systems strengthening programs, particularly in collaboration with senior government officials, is required. Candidates should have a well-developed network of senior government contacts and the ability to engage with officials in a productive manner. A thorough understanding of Tajikistan's strategic priorities and health sector policies is essential, along with advanced knowledge of health sector challenges and opportunities. Strong interpersonal skills, organizational skills, and attention to detail are also necessary for this role.

Educational Background:
The position requires at least a bachelor’s degree in public health, international development, or a related field. A master’s degree in a relevant area is preferred and will enhance a candidate's qualifications for the role. The educational background should provide a solid foundation in health systems, policy analysis, and program management, equipping the candidate with the necessary skills to navigate the complexities of government relations in the health sector.

Experience:
Candidates should have a minimum of 8 years of relevant experience in health systems strengthening, with a proven track record of successfully collaborating with senior government officials. Experience in advocacy, stakeholder engagement, and program management within the health sector is crucial. The ideal candidate will have demonstrated the ability to provide strategic guidance and support to improve government service provision and will possess a deep understanding of the health landscape in Tajikistan.

Languages:
Strong proficiency in Russian and Tajik is mandatory, with excellent written, oral, and presentation skills. Knowledge of English is considered an advantage, as it may facilitate communication with international stakeholders and enhance the candidate's ability to engage in broader discussions related to health initiatives.

Additional Notes:
This position requires travel within Tajikistan, estimated at 20% of the time, as needed for program operations and government relations activities. The role is full-time and open to citizens of Tajikistan or individuals with legal authority to work in the country.
