Job Overview: The position of National Economics Experts in Water Resources, Irrigation, and Infrastructure Finance is designed to support the Republic of Tajikistan in developing and refining legal, regulatory, and policy frameworks related to water management. The successful candidates will be responsible for providing analytical support, conducting economic and financial analyses, and delivering training to relevant stakeholders. This role is critical in promoting efficient and sustainable water management practices in line with international standards. The experts will work closely with government counterparts and other stakeholders to ensure that the frameworks developed are not only effective but also financially sustainable. The assignment will involve a variety of tasks, including preparing cost-benefit assessments, financial modeling, and feasibility studies, as well as contributing to policy formulation and capacity building efforts.
Duties and Responsibilities: The duties and responsibilities of the National Economics Experts include:
Analytical support: Conducting economic and financial analyses related to water resources, irrigation systems, and land reclamation; preparing cost-benefit assessments, financial modeling, and feasibility studies for water infrastructure initiatives; providing evidence-based recommendations to support decision-making and policy formulation.
Policy, regulatory, and legal framework support: Contributing to the development and refinement of policies, legislation, and regulatory frameworks in the water sector; advising on mechanisms to enhance financial sustainability, cost recovery, and economic efficiency in water resource management; ensuring alignment of proposed frameworks with international best practices.
Reporting and documentation: Preparing concise technical reports, policy briefs, and presentations summarizing findings and recommendations; maintaining records of work undertaken and methodologies used.
Capacity building and knowledge sharing: Supporting workshops, training sessions, and consultations with national stakeholders; providing guidance and mentoring to local institutions on economic and financial aspects of water management.
Collaboration and coordination: Working collaboratively with OSCE teams, government counterparts, and other stakeholders; responding to requests for expertise on short notice.
Additional tasks: Supporting other tasks related to the development and refinement of policies and frameworks in the water sector as needed.
Required Qualifications: The required qualifications for the position include: an advanced degree (Master’s or higher) in Economics, Finance, Water Resources Management, Environmental Economics, or a closely related field; a minimum of 5 years of professional experience in economic analysis, financial modeling, or consultancy related to water resources, irrigation, land reclamation, or infrastructure finance; proven experience in providing economic and financial advice for policy development, including preparation of technical reports and policy recommendations; experience in training delivery; strong understanding of financial sustainability, cost recovery mechanisms, and economic efficiency in water management; good knowledge of policy, legal, and regulatory frameworks for water resource management; fluency in Tajik and/or Russian is mandatory, with knowledge of English being an advantage; excellent analytical, problem-solving, and report-writing skills; ability to communicate complex concepts clearly; strong teamwork and interpersonal skills; flexibility to respond to assignments on short notice; demonstrated gender awareness and sensitivity; and the ability to work with diverse teams while maintaining impartiality.
Educational Background: Candidates must possess an advanced degree, specifically a Master’s degree or higher, in fields such as Economics, Finance, Water Resources Management, Environmental Economics, or a closely related discipline. This educational background is essential to ensure that the candidates have the necessary theoretical knowledge and analytical skills required for the position.
Experience: Candidates should have a minimum of 5 years of professional experience in areas such as economic analysis, financial modeling, or consultancy specifically related to water resources, irrigation, land reclamation, or infrastructure finance.
