Job Overview:
The position of International Expert on Border Management Training involves a consultancy assignment aimed at enhancing the technical and human capacities of Tajikistan's Border Troops. The expert will be responsible for designing and implementing comprehensive training programs that align with the operational needs of the Tajikistan Border Troops and the standards set by the OSCE Project Management. The role requires a deep understanding of border security issues, particularly in the context of Tajikistan and its borders with Afghanistan. The expert will conduct training sessions, monitor and evaluate the effectiveness of the training, and produce analytical reports that inform future programming. The assignment is expected to last from March to November 2026, with a focus on digitalization and modernization of border protection strategies.

Duties and Responsibilities:
The successful candidate will undertake a variety of tasks, including:
  • Designing and implementing training programs tailored to the needs of the Tajikistan Border Troops (TBT) and OSCE standards.
  • Developing specialized training modules and instructional materials for border security personnel.
  • Conducting practical sessions for local instructors to ensure sustainable knowledge transfer.
  • Establishing a pre-test methodology to assess trainee competencies and define learning objectives.
  • Delivering technical training courses on border patrol, surveillance, and analytical techniques for various ranks within the TBT.
  • Providing mentorship and technical guidance to instructors and facilitating collaborative learning initiatives.
  • Administering post-training assessments to evaluate knowledge acquisition and curriculum effectiveness.
  • Producing analytical reports on technical equipment needs and modernization for TBT outposts.
  • Consolidating training outcomes into comprehensive reports with evidence-based recommendations for future programming.

Required Qualifications:
Candidates must possess a university degree in security and/or military sciences or equivalent education, along with over 20 years of relevant national experience. They should have work experience in border security agencies, holding senior positions such as chief of Headquarters of the Border Detachment. A deep understanding of the security and political landscape in Tajikistan and Central Asia is essential, along with direct experience working at the Afghan border. Candidates should demonstrate analytical skills, maturity of judgment, and knowledge of OSCE and UN operations. Previous experience with OSCE, UN, or EU organizations is advantageous. The ability to draft high-level reports and work under demanding field conditions is also required.

Educational Background:
The educational background required for this position includes a Bachelor's Degree (First-level university degree or equivalent) in security and/or military sciences. This foundational education is critical for understanding the complexities of border management and security operations.

Experience:
The position requires extensive experience, specifically over 20 years in relevant fields, particularly within border security agencies. Candidates should have held senior roles that demonstrate their capability to manage and implement border security strategies effectively. Experience in preparing analytical and planning documentation related to border protection activities is crucial, as is familiarity with the operational challenges faced by border security personnel.

Languages:
Professional fluency in Russian or Tajik is mandatory, with excellent communication skills in both oral and written forms. Proficiency in English is considered an asset, enhancing the candidate's ability to engage with international stakeholders and produce high-quality documentation.

This consultancy assignment is temporary, with an expected duration of up to 180 working days per calendar year, specifically from March to November 202

The remuneration package will be based on the consultant's qualifications and experience, in accordance with OSCE established rates.
