Job Overview:
The Deputy Head of the OSCE Programme Office in Dushanbe plays a crucial role in supporting the Head of the Programme Office in the development and execution of programs and operations that align with the Office's mandate. This position requires regular engagement with senior officials across various sectors in Tajikistan, including political, economic, and social structures, as well as interaction with civil society and media. The Deputy Head is responsible for overseeing the coordination of programs, managing administrative matters, and representing the Office at high-level international gatherings. This role demands strong leadership and management skills, as well as the ability to navigate complex political environments and maintain effective working relationships with diverse stakeholders.

Duties and Responsibilities:
The Deputy Head of the OSCE Programme Office in Dushanbe has a comprehensive set of responsibilities, including: monitoring the progress of the Office's programs and activities using relevant management tools; advising the Head of the Office on administrative, management, policy, and programmatic matters; overseeing the preparation of annual planning and budgeting documents; coordinating activities with the Government, international organizations, and civil society; supervising staff members; organizing high-level OSCE events and missions; mentoring and coaching staff; supporting security management; assisting in fundraising for Extra Budgetary projects; and deputizing for the Head of the Programme Office in their absence. The role requires a proactive approach to problem-solving and the ability to work under pressure while maintaining impartiality and objectivity.

Required Qualifications:
Candidates must possess a second-level university degree in political sciences, public or law" style="border-bottom: 1px dotted #007bff !important;">international law, international relations, or a related field. Alternatively, a first-level university degree combined with two years of additional qualifying experience may be accepted. Additionally, candidates should have a minimum of 10 years of relevant, diversified, and progressively responsible professional experience, including at least 5 years at a management level relevant to the position. Strong leadership and management skills, along with experience in strategic planning, public communication, and financial management, are essential.

Educational Background:
The educational background required for this position includes a Master's degree (second-level university degree) in political sciences, public or international law, international relations, or a related field. Candidates with a first-level university degree may be considered if they have sufficient additional qualifying experience.

Experience:
The position requires a minimum of 10 years of relevant professional experience, with at least 5 years in a management role. Candidates should have a proven track record of working in international organizations or governmental settings, particularly in political affairs or diplomatic contexts. Experience in results-based program management and project management is highly desirable, along with previous international work experience or experience in field missions.

Languages:
Professional fluency in English, both oral and written, is mandatory for this position. Additionally, a working knowledge of the Russian language and/or the Tajik language is considered a strong asset, enhancing the candidate's ability to engage effectively with local stakeholders and navigate the regional context.

This position is classified as an international secondment, with a contract type of fixed term and a full-time schedule.
