Job Overview:
The National Consultant for BBS Data Analysis Support and Reporting will play a crucial role in assisting the International Consultant with the analysis, reporting, and dissemination of the 2024 BBS (Behavioral and Biological Surveillance) data. This position is vital for generating high-quality, actionable evidence regarding HIV prevalence, risk behaviors, and the treatment cascade. The consultant's work will directly inform national HIV programming, policy, and strategic planning, particularly focusing on key vulnerable populations (KVPs) such as female sex workers (FSWs). The consultant will be expected to collaborate closely with various stakeholders, including government agencies, NGOs, and community organizations, to ensure that the data collected is effectively utilized to enhance the national response to HIV.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant include but are not limited to:
  • Assisting in the analysis of the 2024 BBS data to identify trends and patterns related to HIV prevalence and risk behaviors.
  • Preparing comprehensive reports that summarize findings and provide actionable recommendations for national HIV programming.
  • Collaborating with the International Consultant to ensure that the data analysis aligns with international standards and best practices.
  • Engaging with stakeholders to disseminate findings and facilitate discussions on implications for policy and programming.
  • Supporting the development of strategic plans based on the data analysis to enhance the effectiveness of HIV interventions targeting KVPs.
  • Ensuring that all data handling and reporting processes adhere to ethical guidelines and confidentiality standards.

Required Qualifications:
The required qualifications for the National Consultant position include:
  • A strong background in public health, epidemiology, or a related field.
  • Proven experience in data analysis, particularly in the context of health-related research.
  • Familiarity with HIV programming and knowledge of key vulnerable populations is essential.
  • Excellent analytical and report-writing skills, with the ability to present complex data in a clear and concise manner.
  • Strong communication and interpersonal skills to effectively engage with diverse stakeholders.

Educational Background:
Candidates should possess at least a Master's degree in public health, epidemiology, statistics, or a related field. A PhD or equivalent advanced degree is preferred but not mandatory. Relevant certifications in data analysis or public health research methodologies will be considered an asset.

Experience:
The position requires a minimum of 5 years of relevant experience in public health research, data analysis, or program evaluation. Experience working with international organizations, particularly in the context of HIV/AIDS, is highly desirable. Familiarity with the South Sudan context and previous work in the region will be an advantage.

Languages:
Fluency in English is mandatory, both written and spoken. Knowledge of local languages spoken in South Sudan will be considered an asset, as it may facilitate communication with local stakeholders and communities.

Additional Notes:
This position is offered as an individual contractor role, and the contract duration will be specified upon selection. The consultant is expected to work full-time during the assignment period. Compensation will be commensurate with experience and qualifications, and benefits may include travel allowances and other relevant expenses as per UNDP policies.
