Job Overview: The Partnerships Officer will play a crucial role in supporting the Head of Partnerships and Management at WFP Palestine. This position is designed to enhance WFP's engagement with public, private, and external partners, aiming to attract policy support, resources, technical assistance, and innovative solutions that align with WFP's strategic objectives. The officer will be responsible for implementing the work plan that focuses on identifying, developing, and strengthening quality partnerships. This role requires a proactive approach to managing a diverse partnerships portfolio, ensuring that WFP's interests are effectively communicated and that partnerships are nurtured to maximize resources and support for WFP's mission. The officer will also engage with various functional units and external stakeholders to align partner engagement and support the preparation of strategic agreements and proposals that advance WFP's goals.
Duties and Responsibilities: The Partnerships Officer will be responsible for a wide range of duties, including:
Contributing to the implementation of the work plan to identify and strengthen partnerships in support of WFP's strategic objectives.
Engaging with functional units and headquarters to develop content that aligns with ongoing policy dialogues.
Supporting the management of a partnerships portfolio, including partner profiling and outreach plans.
Preparing quality briefing materials for corporate dialogue with partners and highlighting strategic opportunities to senior management.
Gathering and sharing partner intelligence using key information systems and assessing results.
Supporting the development of partnership strategies and managing partnership/contribution processes.
Exploring opportunities for partnership growth and presenting recommendations to management.
Contributing to the preparation of partnership proposals and ensuring quality control of content.
Using socio-political insights to support WFP's positioning with national governments and international institutions. 1
Supporting the development of partnerships with member states and civil society to advocate for the SDGs. 1
Providing coaching and guidance to staff to ensure high performance and gender equality in participation. 1
Contributing to preparedness actions and monitoring defined risks. 1

Required Qualifications: Candidates must possess an advanced university degree in Political Science, International Development, Development Economics, International Relations, Law, Marketing, Communications, or a related field. Alternatively, a first university degree combined with additional years of relevant work experience and/or training may be accepted. The ideal candidate should have a strong understanding of government and corporate strategies, experience in developing multi-stakeholder partnerships, and a proven track record in resource mobilization processes. Additionally, candidates should demonstrate the ability to create unique value propositions for partners and have experience in using technology for data collection and analysis.
Educational Background: An advanced university degree in a relevant field such as Political Science, International Development, Development Economics, International Relations, Law, Marketing, or Communications is required. A first university degree with additional relevant experience may also be considered acceptable. This educational background is essential for understanding the complexities of partnerships and the strategic objectives of WFP.
Experience: Candidates should have a minimum of five years of postgraduate professional work experience in partnership roles. This experience should include a good understanding of government and corporate strategies, significant experience in developing partnerships, and a history of managing resource mobilization processes. The candidate should also have experience in negotiating contract terms and providing resourcing advice, as well as managing teams and fostering an inclusive work environment.
Languages: Fluency in English (level C) is mandatory, while intermediate knowledge of Arabic is considered an asset. Proficiency in these languages is essential for effective communication with partners and stakeholders in the region.
Additional Notes: The position is a consultant role with a contract duration of 11 months. It is based in East Jerusalem, Palestine, and involves full-time engagement.
