Job Overview: The position of Procurement Process IC - Individual contractor involves providing specialized procurement services for the UNDP office in Paraguay, specifically for the delineation and boundary marking of the National Park Caazapá. The contractor will be responsible for ensuring that procurement processes are conducted in accordance with UNDP policies and procedures. This role requires a deep understanding of procurement regulations, negotiation skills, and the ability to manage supplier relationships effectively. The contractor will also be expected to contribute to the development of procurement strategies that align with the project goals and objectives, ensuring that all procurement activities are transparent, efficient, and cost-effective. The contractor will work closely with the UNDP procurement team and other stakeholders to facilitate the successful execution of the project within the specified timeframe.
Duties and Responsibilities: The duties and responsibilities of the Procurement Process IC include but are not limited to:
Conducting market research to identify potential suppliers and assess their capabilities.
Preparing and issuing procurement documents, including requests for proposals (RFPs) and invitations to bid (ITBs).
Evaluating bids and proposals received from suppliers and making recommendations for award.
Negotiating contract terms and conditions with selected suppliers to ensure favorable outcomes for UNDP.
Managing supplier relationships and ensuring compliance with contract terms throughout the project lifecycle.
Monitoring and reporting on procurement activities and expenditures to ensure alignment with project budgets.
Providing guidance and support to project teams on procurement-related matters.
Ensuring that all procurement activities are conducted in a transparent and ethical manner, adhering to UNDP's procurement policies and procedures.
Assisting in the preparation of procurement plans and strategies that align with project objectives. 1
Responding to inquiries and clarifications from suppliers and stakeholders regarding procurement processes.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
Proven experience in procurement and contract management, preferably within an international organization or development context.
Strong understanding of procurement regulations and best practices.
Excellent negotiation and communication skills, with the ability to build and maintain relationships with suppliers and stakeholders.
Demonstrated ability to work independently and manage multiple tasks effectively.
Proficiency in using procurement software and tools, as well as Microsoft Office applications.
Strong analytical and problem-solving skills, with attention to detail.
Ability to work in a multicultural environment and respect diversity.
Educational Background: Candidates should have a minimum of a bachelor's degree in business administration, procurement, supply chain management, or a related field. A master's degree or professional certification in procurement or supply chain management is highly desirable and may be considered an advantage.
Experience: Candidates should have at least 3-5 years of relevant experience in procurement, contract management, or supply chain management. Experience working with international organizations, particularly in the context of development projects, is preferred. Familiarity with UNDP procurement processes and regulations will be considered a significant asset.
Languages: Fluency in Spanish is mandatory, as it is the official language of Paraguay. Proficiency in English is also highly desirable, as it will facilitate communication with international stakeholders and access to procurement resources. Knowledge of additional languages may be considered an advantage.
Additional Notes: This position is for an individual contractor and is expected to last for a period of 130 days. The contractor will be required to submit proposals through the UNDP Quantum supplier portal, and all communications regarding the procurement process should be conducted through the messaging functionality of the portal. The deadline for submitting proposals is January 13, 2026, at 09:00 AM New York time. Candidates are encouraged to register on the supplier portal if they have not done so already, and to familiarize themselves with the procurement guidelines provided by UNDP.
