Job Overview:
The Finance Officer plays a crucial role in managing the financial operations of the NRC office in Moldova. This position is responsible for ensuring that all financial processes adhere to NRC's policies and donor requirements. The Finance Officer will oversee daily financial transactions, maintain accurate financial records, and ensure compliance with internal controls. This role requires a proactive approach to financial management, with a focus on timely payments and accurate reporting. The Finance Officer will also support the implementation of financial systems and procedures, ensuring that all financial documentation is properly filed and archived according to NRC standards. Additionally, the Finance Officer will promote the organization's commitment to preventing sexual exploitation and abuse (PSEA) within the workplace and among project participants.

Duties and Responsibilities:
The Finance Officer's duties include ensuring timely payments to contractors, suppliers, and other expenditures while verifying that all supporting documents comply with NRC procedures. Daily bookkeeping and the use of the NRC Agresso accounting system are essential responsibilities, along with maintaining updated cash and bank records. The Finance Officer will coordinate with finance teams across different areas regarding cost allocations and contribute to month-end closure processes. Specific tasks also include reviewing partner financial reports, preparing financial verification reports, and ensuring that all supporting documents are accurate and traceable. The Finance Officer will communicate with partner representatives to address any comments or questions regarding financial submissions.

Required Qualifications:
Candidates must possess a Bachelor's degree in Finance or a related field, along with a minimum of 2 years of relevant experience in finance or accounting. Knowledge of audit processes and local tax requirements is essential, as is previous experience working in complex and volatile contexts. Proficiency in Microsoft Excel is required, and candidates must demonstrate strong analytical skills and attention to detail. Fluency in both English and Romanian, both written and spoken, is mandatory for effective communication within the organization and with partners.

Educational Background:
A Bachelor's degree in Finance or a related major is required for this position. This educational background provides the foundational knowledge necessary for understanding financial principles, accounting practices, and regulatory requirements relevant to the role of Finance Officer.

Experience:
The ideal candidate should have a minimum of 2 years of relevant experience in finance or accounting. This experience should include familiarity with financial management in humanitarian or development contexts, as well as an understanding of donor regulations and compliance requirements. Previous experience in complex and volatile environments is highly valued, as it demonstrates the ability to navigate challenges and maintain financial integrity under pressure.

Languages:
Fluency in English and Romanian is mandatory for this position. Candidates must be able to communicate effectively in both languages, both written and spoken, to ensure clear communication with team members, partners, and stakeholders. Additional language skills may be considered an asset but are not required.
