Job Overview: The JPO - Project Officer (Migration, Environment and Climate Change) position is crucial for addressing the urgent linkages between climate change, natural hazards, and migration. The Project Officer will be responsible for providing technical, administrative, and logistical support for the development, implementation, monitoring, and reporting of the Migration Environment and Climate Change/Climate Adaptation/Disaster Risk Reduction (MECC/CAD/DRR) themes within the Country Office. This role involves coordinating the implementation of MECC/CAD/DRR policies and programs, monitoring budgetary and administrative aspects, and supporting the design and rollout of new data collection and research activities. The Project Officer will also contribute to policy development and implementation processes, maintain partnerships with government entities and stakeholders, and assist in promoting MECC/CAD/DRR initiatives through various communication channels. The position requires close coordination with regional thematic specialists and other relevant units, ensuring that IOM's objectives are met effectively.
Duties and Responsibilities: The Project Officer will undertake a variety of duties, including coordinating the implementation of MECC/CAD/DRR policies and programs, monitoring budgetary and administrative aspects, and supporting the design and rollout of new data collection and research activities. The officer will contribute to the development and implementation of policies and strategic recommendations, maintain partnerships with government entities and UN agencies, and support regional coordination efforts. Additionally, the Project Officer will assist in drafting reports, proposals, and other communication materials, organize capacity-building activities, participate in relevant conferences and workshops, and undertake duty travel as required. The role also involves monitoring the work of consultants and implementing partners, ensuring that all activities align with IOM's policies and procedures.
Required Qualifications: Candidates must possess Belgian nationality and hold a Master's degree in development studies, humanitarian studies, social science, international relations, environment, climate change, natural resources management, disaster risk management, or law" style="border-bottom: 1px dotted #007bff !important;">international law from an accredited academic institution. A minimum of two years of relevant professional experience is required, along with a maximum age limit of 32 years as of 31 December of the year of application. Candidates should demonstrate a strong understanding of migration in relation to environment and climate change, as well as sound knowledge of international policy processes in these areas. Good writing, communication, negotiation, and organizational skills are essential, along with the ability to work effectively in a team and manage multiple tasks.
Educational Background: The educational background required for this position includes a Master's degree in a relevant field such as development studies, humanitarian studies, social science, international relations, environment, climate change, natural resources management, disaster risk management, or international law. The degree must be obtained from an accredited academic institution, and candidates should have a minimum of two years of relevant professional experience in related areas.
Experience: Candidates should have a minimum of two years of work experience in project development, management, monitoring, and evaluation related to migration, environment, climate change, and disaster preparedness. Experience in liaising with governmental authorities, donors, and other national/international institutions is essential. Familiarity with computer software, particularly Microsoft Office, Adobe Acrobat, and Photoshop, is preferred. Work experience in the region is considered an advantage, as it provides valuable context and understanding of local challenges and opportunities.
Languages: Fluency in English is required for this position, both oral and written. A working knowledge of French is highly desirable, and proficiency in another official UN language (Arabic, Chinese, Russian, or Spanish) is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: This position is part of the Junior Professional Officer (JPO) scheme sponsored by Belgium and is exclusively for candidates with Belgian nationality. Candidates must be no older than 32 years of age as of 31 December of the year of application. The contract is fixed-term for one year, with the possibility of extension up to three years. Internationally recruited professional staff are required to be mobile, and the appointment is subject to medical fitness certification, accreditation, and security" style="border-bottom: 1px dotted #007bff !important;">security clearances.
