Job Overview: The Consultant for the Mobility Tracking Matrix (MTM) will play a crucial role in tracking migration trends in Tajikistan, particularly focusing on the socio-economic conditions of migrants. The position involves conducting focus group discussions (FGDs) with various stakeholders, including community leaders, returned migrants, and representatives from local institutions. The consultant will be responsible for ensuring data accuracy and completeness, adhering to IOM guidelines, and maintaining confidentiality during data collection. The role requires a proactive approach to understanding the dynamics of migration in the region, as well as the ability to develop success stories based on best practices observed during the FGDs. The consultant will also be expected to submit high-quality reports and documentation of the data collection process, contributing to the overall objectives of the REMAP project funded by the European Union and the Swiss Agency for Development and Cooperation.
Duties and Responsibilities:
Conduct Focus Group Discussions (FGDs) with community leaders, religious leaders, diaspora representatives, and returned migrant groups to gather qualitative data on migration trends and experiences.
Ensure the accuracy and completeness of data collected during FGDs, conducting follow-up interviews as necessary.
Develop at least two success stories highlighting best practices among migrants and submit them with the final narrative report.
Adhere to IOM guidelines and code of conduct during data collection, ensuring confidentiality and security" style="border-bottom: 1px dotted #007bff !important;">security of data.
Participate in enumerators training to understand the methodology and questionnaire thoroughly.
Develop fieldwork plans and transportation costs, coordinating with field supervisors to plan daily schedules for data collection.
Maintain detailed records of daily activities and interviews, validating information through cross-checking with multiple sources.
Submit completed survey forms into the KOBO system and ensure data is accurately uploaded to the data management team.
Report daily to the MTM team on the number of data collected and uploaded, ensuring timely completion of deliverables.
Required Qualifications:
Minimum high school diploma; a completed university degree is an advantage.
Formal education relevant to the assignment is preferred.
At least 2 years of experience in conducting community and household assessments and surveys.
Knowledge and understanding of migration issues, particularly in the Central Asian context.
Experience working with international organizations and UN agencies is an advantage.
Strong interpersonal skills and the ability to work collaboratively with diverse groups.
Educational Background: Candidates should possess at least a high school diploma, with a completed university degree being advantageous. Additional formal education relevant to the assignment will be considered favorably. The educational background should ideally include studies related to social sciences, migration studies, or any field that enhances understanding of community dynamics and migration issues.
Experience: The position requires a minimum of 2 years of relevant experience in conducting community assessments and surveys. Candidates should have a solid understanding of migration issues, particularly in the context of Central Asia. Experience working with international organizations, UN agencies, and local government bodies will be considered an advantage. The consultant should demonstrate a proven track record of engaging with communities and stakeholders effectively.
Languages: Proficiency in Tajik and Russian is mandatory, with good command of oral and written communication. Knowledge of Uzbek is considered an advantage. Candidates will be evaluated on their language proficiency during the selection process, which may include written and/or oral assessments. Familiarity with IOM's official languages, including English, French, and Spanish, is beneficial but not required.
Additional Notes: The consultancy position may involve travel within Tajikistan to various districts and regions as outlined in the job description. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses under the Compensation Plan for the duration of the consultancy. However, consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
