Job Overview: The Consultant for the Mobility Tracking Matrix (MTM) will play a vital role in conducting individual interviews with returned migrants in Tajikistan. This position is integral to the MTM project, which aims to track migration trends and improve understanding of the socio-economic situations of migrants. The consultant will be responsible for collecting qualitative data through interviews, ensuring compliance with IOM guidelines, and maintaining the confidentiality and security" style="border-bottom: 1px dotted #007bff !important;">security of the data collected. The consultant will also develop success stories based on best practices observed during the interviews and submit high-quality photographs documenting the process. The role requires a proactive approach to engage with community focal points and ensure the accuracy of the data collected, which will inform government counterparts and stakeholders about migration dynamics in the region.
Duties and Responsibilities:
Conduct individual interviews (IIs) with returned migrants, ensuring to gather comprehensive data and follow up as necessary to fill in any gaps.
Observe and document the interview process, developing at least two success stories showcasing best practices.
Ensure compliance with IOM guidelines and code of conduct during data collection, conducting interviews in the native language of the interviewees whenever possible.
Participate in enumerator training to understand the methodology and questionnaire thoroughly.
Develop fieldwork plans and transportation costs, coordinating with field supervisors to plan daily schedules for data collection.
Prepare all necessary equipment and resources before field visits, ensuring a smooth data collection process.
Establish and maintain good relationships with community focal points, ensuring respectful interactions.
Validate collected data by cross-checking with multiple sources and keeping detailed records of daily activities.
Submit completed survey forms into the KOBO system and ensure accurate data upload. 1
Provide daily reports to the MTM team on the number of interviews conducted and data uploaded, ensuring timely completion of deliverables and compliance with IOM Data Protection Principles.
Required Qualifications: Candidates must possess a minimum of a high school diploma, with a completed university degree being an advantage. Formal education relevant to the assignment is also beneficial. Additionally, candidates should have at least 2 years of experience in conducting community and household assessments and surveys, with a solid understanding of migration issues. Experience working with international organizations and UN agencies is preferred, as is experience with local government entities. Strong interpersonal skills, sound judgment, and cultural sensitivity are essential for this role.
Educational Background: The educational background required for this position includes a minimum of a high school diploma, with a completed university degree being advantageous. Candidates with formal education relevant to migration, social sciences, or related fields will be preferred, as this knowledge will enhance their ability to conduct interviews and analyze data effectively.
Experience: The position requires at least 2 years of relevant experience in conducting community assessments and surveys. Candidates should have a strong understanding of migration issues and experience working with international organizations or UN agencies. Familiarity with local government operations is also advantageous, as it will aid in navigating the local context and engaging with stakeholders effectively.
Languages: Proficiency in Tajik and Russian is mandatory, with good command of both oral and written communication. Knowledge of Uzbek is considered an advantage. The selection process will specifically evaluate language proficiency, which may include written and oral assessments. Familiarity with IOM's official languages, which include English, French, and Spanish, is also beneficial but not mandatory.
Additional Notes: The position may require travel within Tajikistan, particularly to various districts and regions as outlined in the job description.
