Job Overview:
The Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security Technical Advisor – Zoonoses & AMR will play a pivotal role in providing technical leadership and strategic guidance for the STRengthening Infectious Disease DEtection Systems (STRIDES) initiative in Uganda. This position focuses on enhancing zoonotic and antimicrobial resistance (AMR) surveillance in both human and animal populations. The advisor will collaborate closely with government partners, particularly ministries responsible for livestock and health, to foster cross-sectoral coordination. The role involves higher-level administrative support for project operations, including updating manuals, assisting with proposals, and tracking budgets. The advisor will also contribute to national and subnational initiatives aimed at improving integrated zoonotic disease and AMR surveillance, data sharing, laboratory capacity, and policy development, all aligned with national strategies and global health security priorities.

Duties and Responsibilities:
The Global Health Security Technical Advisor will be responsible for a comprehensive set of duties including: providing technical expertise in human and animal health, zoonotic disease, and AMR surveillance; advising on the design and implementation of human and animal disease laboratories; ensuring adherence to standard operating procedures (SOPs) during project activities; developing and reviewing documents related to health surveillance; providing training and technical support to laboratories; supporting surveillance activities for priority zoonotic diseases; advising on the integration of animal health data into national surveillance platforms; managing laboratory sample transportation networks; collaborating with government structures to implement multisectoral health security interventions; responding to inquiries from internal and external stakeholders; developing technical briefs and reports; conducting project analysis to identify areas for improvement; delivering presentations at professional meetings; and contributing to national technical working groups.

Required Qualifications:
Candidates must possess a strong background in human and animal health, with specific expertise in zoonotic diseases and AMR surveillance. The ideal candidate should demonstrate a proven ability to provide technical guidance and support for laboratory operations and disease surveillance systems. Strong analytical skills, excellent communication abilities, and experience in project management are essential. The candidate should also have a collaborative mindset, capable of working effectively with government partners and other stakeholders in the health sector.

Educational Background:
A relevant educational background is required, typically including a degree in public health, veterinary medicine, or a related field. Advanced degrees such as a Master's or Doctorate in a relevant discipline are preferred, as they provide a deeper understanding of the complexities involved in zoonotic diseases and AMR.

Experience:
The position requires significant experience in the field of public health, particularly in zoonotic diseases and AMR. Candidates should have a minimum of several years of relevant experience, ideally in a technical advisory role or similar capacity. Experience working with government agencies and international organizations in health-related projects is highly desirable.

Languages:
Proficiency in English is mandatory, as it is the primary language of communication within the organization and with external partners. Knowledge of local languages spoken in Uganda may be considered an asset, enhancing communication with local stakeholders and communities.
