Job Overview: The Financial Performance Management and Reporting Specialist will play a crucial role within the Office of Financial Resource Management (OFRM) at UNDP. This position is responsible for overseeing the implementation and compliance of the Harmonized Approach to Cash Transfers (HACT) framework, ensuring that UNDP offices adhere to established policies and procedures. The specialist will also lead enhancements related to the Quantum ERP system, focusing on data integrity and user experience. Additionally, the role involves managing the Annual Representation exercise, providing technical guidance for Responsible Party data integrity, and supporting various internal and external audits. The incumbent will work closely with different stakeholders to ensure effective financial management and reporting, contributing to the overall financial performance of UNDP.
Duties and Responsibilities: 1) Oversee the implementation and compliance of the HACT Framework, acting as the focal point for technical interpretation and resolution of inconsistencies. Support UNDP offices in effective HACT implementation, conduct data reviews, and prepare quarterly reports. Coordinate HACT refresher training and assist in addressing audit queries. 2) Lead enhancements related to the Quantum ERP and HACT Platform, ensuring data integrity and user efficiency. Collaborate with ITM for process improvements and oversee the RP creation process. 3) Manage the Annual Representation exercise, coordinating updates and monitoring submissions for compliance with financial reporting standards. 4) Assist in the Responsible Party data integrity exercise, providing guidance and support for data validation. 5) Support internal and external audits, ensuring compliance with financial standards and providing necessary documentation. The incumbent will also perform other duties as required for the efficient functioning of the FPMR team.
Required Qualifications: A professional accounting qualification from an internationally accredited institute is required. A first-level university degree in combination with two years of qualifying experience or an Advanced University Degree in Finance and/or Accounting is also required. Strong analytical skills, proficiency in ERP financials (preferably Oracle), and experience with IPSAS/IFRS are essential. Audit experience is desired, along with a proven track record in financial reporting and resource management.
Educational Background: Candidates must possess a professional accounting qualification from an internationally recognized institute. Additionally, a first-level university degree (Bachelor’s degree) combined with two years of relevant experience or an Advanced (Master’s) University Degree in Finance and/or Accounting is required for this position.
Experience: The position requires a minimum of 2 years of experience with ERP financials for candidates with a master’s degree, or 4 years for those with a bachelor’s degree. Experience in integrated resource management and familiarity with IPSAS/IFRS accounting conventions is essential. Candidates should demonstrate strong analytical and report-writing skills, with a preference for those who have audit experience, either internal or external.
Languages: Fluency in English and Bahasa Malaysia is mandatory. A working knowledge of another UN language, particularly Spanish or French, is considered an advantage.
