Job Overview:
The Operations Officer will play a crucial role in supporting the monitoring, evaluation, coordination, and timely implementation of operations related to the Passenger and Cargo Control Programme (PCCP). This includes administrative and financial management, as well as human resources actions for PCCP activities both at Headquarters and in the field. The incumbent will work closely with the PCCP Programme Officer and the Regional Representative, ensuring compliance with donor agreements and UN policies. The role requires a proactive approach to identifying bottlenecks and proposing corrective actions, as well as preparing and analyzing financial statements and project budget reports. The Operations Officer will also be responsible for liaising with implementing partners and ensuring that all activities are charged to the correct donor and budget line, thereby contributing to the overall success of the PCCP.

Duties and Responsibilities:
The incumbent will be responsible for a wide range of duties, including but not limited to: supporting the monitoring and reviewing of operations; ensuring compliance with financial regulations; preparing and analyzing budget forecasts; liaising with implementing partners; administering resources; providing guidance on financial management; conducting training for staff; and participating in field missions. The role also involves collecting and analyzing data to identify trends, conducting administrative and financial training, and acting as a certifying officer for PCCP. The Operations Officer will need to coordinate and guide the work of administrative and financial staff, ensuring that all operations align with UN policies and procedures.

Required Qualifications:
Candidates must possess a strong understanding of financial and human resources principles, particularly within the context of the United Nations. The ability to conduct independent research and analysis, formulate options, and present conclusions is essential. Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, finance, management, law, international relations, or a related field is required. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree.

Experience:
A minimum of five years of progressively responsible professional work experience in finance, administration, business administration, human resources, or programme management is required. At least three years of this experience must be in an international context. Experience in providing administrative, financial, or human resources support to projects related to drug control, crime prevention, or criminal justice is essential. Familiarity with SAP-based applications, such as Umoja, is desirable, as is experience in managing financial agreements with implementing partners.

Languages:
English is required for this position, as it is one of the working languages of the United Nations Secretariat. Proficiency in Turkish is desirable, which would enhance communication and collaboration within the local context.
