Job Overview:
The Program Officer, EM&O2, will play a crucial role in supporting the Essential Medicines and Oxygen Access (EM&O2) program aimed at reducing maternal and child mortality related to hypoxemia. This position involves working closely with the Ministry of Health and Family Welfare (MoHFW) and state health departments to strengthen oxygen systems and improve access to high-quality medical oxygen. The successful candidate will be responsible for providing analytical support, developing tools for long-term planning, and managing program documentation. The role requires a proactive and resourceful individual who can navigate complex health systems and effectively communicate with various stakeholders. The position is based in New Delhi and is expected to last for six months, from January 2026 to July 2026.

Duties and Responsibilities:
The Program Officer will be responsible for collaborating with state nodal officers to ensure effective execution of the oxygen program priorities. Key responsibilities include providing analytical support to the Oxygen Program Management Unit (PMU), developing and distributing planning tools, creating and managing program documents, supporting capacity-building initiatives for technical staff, developing data dashboards for monitoring oxygen supply infrastructure, and addressing any additional priorities related to strengthening medical oxygen systems and hypoxemia management as assigned by the program supervisor.

Required Qualifications:
Candidates must possess a Bachelor's degree or higher in public health, statistics, engineering, development studies, or related fields. A minimum of 5 years of relevant work experience in public health program implementation or public policy/administration is required. Successful candidates will demonstrate project management skills, the ability to build relationships and coordinate with various stakeholders, and the capacity to navigate complex processes. Excellent oral and written communication skills in both English and Hindi are essential, along with high emotional intelligence and the ability to work independently under pressure.

Educational Background:
The position requires a Bachelor's degree or higher in fields such as public health, statistics, engineering, development studies, or related disciplines. This educational background is crucial for understanding the complexities of public health systems and the analytical skills needed for the role.

Experience:
Candidates should have a minimum of 5 years of relevant work experience, particularly in the implementation of public health programs or related areas. Experience working with government stakeholders and familiarity with the Indian public health system or social impact sector will be advantageous.

Languages:
Fluency in English and Hindi is mandatory for this position, as effective communication with stakeholders and the ability to create persuasive presentations and reports are critical. Knowledge of additional languages may be considered a plus but is not required.
