Job Overview:
The Programme Officer (Institutional Capacity Building Initiatives) will play a crucial role within the Planning and Coordination Unit of the Department of Humanitarian Response and Recovery (DHRR). This position is responsible for leading the management, coordination, and reporting of global funding initiatives aimed at enhancing IOM's institutional capacity to respond to humanitarian crises. The officer will work closely with various Divisions and Units within the Department, ensuring that the initiatives align with IOM's Strategic Plan for 2024–2028 and other global frameworks. The role involves overseeing the implementation of capacity-building initiatives, coordinating donor budget allocations, and maintaining partnerships with donor counterparts and UN agencies. The Programme Officer will also provide strategic advice to senior management and ensure effective communication and information sharing across the organization.

Duties and Responsibilities:
The Programme Officer will be responsible for the following duties:
  • Lead the overall management and coordination of global funding initiatives aimed at strengthening IOM's capacity for humanitarian response and recovery.
  • Monitor the implementation of capacity-building initiatives, ensuring compliance with narrative and financial reporting requirements.
  • Coordinate the annual donor budget allocation process within the department and support the overall annual budget process.
  • Establish and maintain strong partnerships with donor counterparts and UN agencies.
  • Oversee resource mobilization efforts, including proposal development in collaboration with relevant Units and IOM Country Offices.
  • Conduct evaluations in coordination with the Central Evaluation Unit and relevant Departments.
  • Provide strategic advice and analysis on institutional capacity-building initiatives to senior management.
  • Identify best practices and document lessons learned for future project formulation.
  • Facilitate internal information sharing regarding capacity-building initiatives. 1
  • Undertake duty travels for project assessments and maintain close contacts with counterparts. 1
  • Perform other duties as assigned by the supervisor.

Required Qualifications:
Candidates must possess a Master’s degree in political or social science, Business Administration, International Relations, Law, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Candidates should have experience in IOM emergency programming, a strong understanding of IOM/UN project life cycles, and a proven ability to liaise with government authorities and local communities. Familiarity with IOM/UN administrative and financial management is essential, as well as the ability to oversee and implement global humanitarian capacity-building projects.

Educational Background:
The educational background required for this position includes a Master’s degree in political or social science, Business Administration, International Relations, Law, or a related field from an accredited academic institution. Candidates with a University degree in these fields will also be considered if they have additional relevant professional experience.

Experience:
The position requires candidates to have significant experience in IOM emergency programming, with a strong knowledge of IOM/UN project life cycles. A combination of training and experience in operations within complex environments is essential. Candidates should also have experience in liaising with government authorities and local communities, as well as national and international institutions.

Languages:
Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. The proficiency of required languages will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
This position is a fixed-term contract for one year, with the possibility of extension. It is classified at the P-3 grade level and is a professional vacancy.
